Since its inception, 4\u2011H has emphasized the importance of developing youth into engaged, well-informed citizens. By connecting to their communities and community leaders, youth understand their role in civic affairs and expand their role in decision-making processes. 4\u2011H is the largest out-of-school youth organization in the United States, with over seven million youth members, and is a national leader in the education of youth on health-related issues including nutrition, physical activity, safety, social-emotional health, and the prevention of drug and alcohol use. Science programs prepare youth for the challenges of the 21st century by engaging them in a process of discovery and exploration through direct access to the latest technological advances in agriculture, life sciences, family, consumer resources management, and human development.<\/p>\n\n\n\n<p class=\" wsu-max-width--hero\">4\u2011H is led by a unique private-public partnership of the Cooperative Extension System; land-grant universities; federal, state, and local government agencies; and foundations. These partners work together to provide rich educational content and curricula, resources in cutting-edge technology, insight into the latest national issues, and innovative thought-leadership.<\/p>\n\n\n\n<p class=\" wsu-max-width--hero\">As Washington State\u2019s land-grant university, Washington State University (WSU) Extension in the College of Agricultural, Human, and Natural Resource Sciences (WSU Extension) provides oversight of the Washington State 4\u2011H Youth Development Program. WSU Extension is charged with providing positive youth development expertise and resources in research and evaluation, professional development, learning, and engagement to young people and adults throughout Washington\u2019s 39 counties, tribal nations, cities, and towns. WSU Extension faculty and staff guide dynamic, non-formal educational program delivery and engage Certified 4-H Volunteers who serve as club or project leaders or sit on committees and boards.<\/p>\n\n\n\n<p class=\" wsu-max-width--hero\">The WSU 4\u2011H Youth Development Program includes youth from all ethnic, racial, and socio-economic backgrounds who live in rural, suburban, and urban communities and helps them develop knowledge, skills, and attitudes that will enable them to become productive and contributing members of society.<\/p>\n\n\n\n<p class=\" wsu-max-width--hero\">Articulating a statewide WSU 4\u2011H Youth Development Program policy is essential for all partners to work toward a program that focuses on positive youth development.<\/p>\n\n\n\n<h3 class=\"wp-block-heading has-text-align-left  wsu-heading--style-marked wsu-heading--mark-color-vineyard\" id=\"1.2\">1.2 4-H Lore<\/h3>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"1.2.1\">1.2.1 WSU 4\u2011H Youth Development Program Mission Statement<\/h4>\n\n\n\n<p class=\"wsu-max-width--hero wsu-spacing-padding-left--medium\">The WSU 4\u2011H Youth Development Program empowers youth to reach their full potential, working and learning in partnership with caring adults.<\/p>\n\n\n\n<p class=\"wsu-max-width--hero wsu-spacing-padding-left--medium\">The WSU 4-H Youth Development Program creates supportive environments for all youth and families to reach their fullest potential. This will be accomplished through a systematic approach of foundation and mission-driven science to meet our goals to:<\/p>\n\n\n\n<ul class=\" wsu-list--columns-2\">\n<li>Provide formal and non-formal experiential learning,<\/li>\n\n\n\n<li>Develop skills that benefit youth throughout life,<\/li>\n\n\n\n<li>Foster leadership and volunteerism in youth and adults,<\/li>\n\n\n\n<li>Build internal and external partnerships for programming and funding,<\/li>\n\n\n\n<li>Strengthen families and communities,<\/li>\n\n\n\n<li>Employ research-based knowledge and the land-grant university system, and<\/li>\n\n\n\n<li>Embrace and expand the traditions of the WSU 4-H Youth Development Program.<\/li>\n<\/ul>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"1.2.2\">1.2.2 WSU 4-H Youth Development Program Vision<\/h4>\n\n\n\n<p class=\"wsu-max-width--hero wsu-spacing-padding-left--medium\">We strive to create a world in which youth and adults learn, grow, and work together as catalysts for positive change.<\/p>\n\n\n\n<p class=\"wsu-max-width--hero wsu-spacing-padding-left--medium\">The WSU 4-H Youth Development Program is developing young people to become productive citizens who are engaged in positive change, meeting the needs of a diverse and changing society.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"1.2.3\">1.2.3 4-H Educational Philosophy<\/h4>\n\n\n\n<p class=\"wsu-max-width--hero wsu-spacing-padding-left--medium\">The phrase \u201cLearning by Doing\u201d sums up the educational philosophy of the 4\u2011H program. Young people learn best when they are involved in their learning.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"1.2.4\">1.2.4 4-H Pledge<\/h4>\n\n\n\n<p class=\"wsu-max-width--hero wsu-spacing-padding-left--medium\">The pledge tells what 4\u2011H is about. The ideals of 4\u2011H are the fourfold development of youth: Head, Heart, Hands, and Health. The pledge was adopted by the delegates of the 1927 National 4\u2011H Club Camp in Washington, D.C. State club leaders voted for and adopted the pledge for universal use. The phrase \u201cand my world\u201d was added in 1973. The saying of the pledge has a prominent place in 4\u2011H activities, at regular 4\u2011H meetings, achievement days, and other club events.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote\">\n<p>I Pledge my Head to clearer thinking,<br>my Heart to greater loyalty,<br>my Hands to larger service,<br>and my Health to better living,<br>for my club, my community, my country, and my world.<\/p>\n<cite>4-H Pledge<\/cite><\/blockquote>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"1.2.5\">1.2.5 4-H Motto<\/h4>\n\n\n\n<p class=\"wsu-max-width--hero wsu-spacing-padding-left--medium\">The motto \u201cTo Make the Best Better\u201d is intended to inspire young people to continue to learn and grow, and to make their best efforts better through participating in educational experiences.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"1.2.6\">1.2.6 4-H Colors<\/h4>\n\n\n\n<p class=\"wsu-max-width--hero wsu-spacing-padding-left--medium\">The 4\u2011H colors are green and white. Green, nature\u2019s most prominent color, symbolizes growth. The CMYK value for 4-H green is 100, 0, 90, 0. The white symbolizes purity and high ideals.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"1.2.7\">1.2.7 4-H Name and Emblem<\/h4>\n\n\n\n<p class=\"wsu-max-width--hero wsu-spacing-padding-left--medium\">The 4\u2011H name and emblem are intended to represent the ideals of the program with its focus on Head, Heart, Hands, and Health. Today, it is one of the best-known and most valued images emblematic of more than a century of 4\u2011H achievement.<\/p>\n\n\n\n<p class=\"wsu-max-width--hero wsu-spacing-padding-left--medium\">The 4\u2011H emblem is not a plain four-leaf clover. The official 4\u2011H emblem is a clover with four leaves and an \u201cH\u201d on each leaf. The clover\u2019s stem must point to the right as you look at the image. The 18 USC 707 notice is part of the emblem and cannot be removed during use. Throughout this document, the words Cooperative Extension or WSU Extension are used when quoting WSU Extension policy and legislation at the federal level. When federal language is used in this document, it is copied verbatim from the 4\u2011H National Headquarters, NIFA, USDA website.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"2.1.1\">2.1.1 Interpretation of WSU 4-H Youth Development Program Policy<\/h4>\n\n\n\n<p class=\"wsu-max-width--hero wsu-spacing-padding-left--medium\">Interpretation of the WSU 4-H Policy is at the discretion of WSU Extension. The reader should not assume that the contents of this document are all inclusive and should note that other relevant WSU policies and laws not stated in this document still apply.<\/p>\n\n\n\n<h3 class=\"wp-block-heading  wsu-heading--style-marked wsu-heading--mark-color-vineyard\" id=\"2.2\">2.2 The WSU 4-H Youth Development Program Policy<\/h3>\n\n\n\n<p class=\" wsu-max-width--hero\">The WSU 4\u2011H Policy provides a consistent framework for 4\u2011H programs throughout the state. The WSU 4\u2011H Policy is a guide for the management of these 4\u2011H programs in Washington State. The WSU 4-H Policy is created to ensure that WSU 4\u2011H Youth Development programming is consistent, fair, and legal. The most current copy of the policy can be found on the&nbsp;<a href=\"https:\/\/extension.wsu.edu\/4h\">WSU 4-H Youth Development Program website<\/a>.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"2.2.1\">2.2.1 Failure to Follow Policy<\/h4>\n\n\n\n<p class=\"wsu-max-width--hero wsu-spacing-padding-left--medium\">Failure to follow policy could result in the loss of authorization to use the 4\u2011H name and emblem or potential dismissal from the 4\u2011H program as deemed appropriate by the local WSU 4\u2011H faculty or staff in charge and WSU Extension administration.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"2.2.2\">2.2.2 Accountability to the Policy<\/h4>\n\n\n\n<p class=\"wsu-max-width--hero wsu-spacing-padding-left--medium\">All WSU Extension faculty, staff, Certified 4-H Volunteer, parents, and youth must adhere to these policies.<\/p>\n\n\n\n<h3 class=\"wp-block-heading  wsu-heading--style-marked wsu-heading--mark-color-vineyard\" id=\"2.3\">2.3 County Versus State Policy<\/h3>\n\n\n\n<p class=\" wsu-max-width--hero\">Policies of the local 4\u2011H county or Tribal Programs and local 4\u2011H Council will not contradict, violate, or supersede the WSU 4\u2011H Policy or National 4\u2011H policies.<\/p>\n\n\n\n<p class=\"wsu-max-width--hero wsu-spacing-after--xxsmall\">The following questions will determine if county or Tribal Program policies are consistent with the WSU 4\u2011H Youth Development Program and National 4\u2011H policies:<\/p>\n\n\n\n<ul>\n<li>Does the rule contradict state and\/or National 4\u2011H policy?<\/li>\n\n\n\n<li>Does the rule discriminate against an Enrolled 4\u2011H Youth Member or Certified 4-H Volunteer?<\/li>\n\n\n\n<li>Does the rule honor the role of 4\u2011H as the premiere youth educational organization?<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading  wsu-heading--style-marked wsu-heading--mark-color-vineyard\" id=\"2.4\">2.4 4-H Non-Discrimination Statements<\/h3>\n\n\n\n<p class=\" wsu-max-width--hero\">The WSU 4-H Youth Development Program is committed to providing safe and inclusive environments for all youth and adults regardless of race; sex; gender; sexual orientation; gender identity; gender expression; religion; age; color; creed; national or ethnic origin; citizenship; physical, mental, or sensory ability; genetic information; and\/or status as an honorably discharged veteran or member of the military.<\/p>\n\n\n\n<p class=\" wsu-max-width--hero\">The following non-discrimination statements shall be placed on all printed and web-based 4\u2011H correspondence, materials, and publications, using a minimum 8 pt font:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote\">\n<p>WSU Extension programs, employment, and volunteer service are available to all without discrimination (See WSU Policies and Procedures UPPM 10.60). The following age criteria also applies:<\/p>\n\n\n\n<ul>\n<li>Any youth that has completed an individual enrollment in an organized, ongoing local 4-H unit, and is aware of their involvement in 4-H is classified as an \u201cEnrolled 4-H Youth Member.\u201d The following age groups (as reflected on October 1st of the current 4-H year) are identified for special programs and activity participation, including all competitive events\/activities, within the WSU 4\u2011H Youth Development Program:<\/li>\n\n\n\n<li><strong>Cloverbuds:<\/strong> 5 to 7 years of age<\/li>\n\n\n\n<li><strong>Youth Members<\/strong>: 8 to 18 years of age, split into three distinct groups:\n<ul>\n<li><em>Junior<\/em><span style=\"font-size: 1.125rem;color: initial;, sans-serif\">: 8 to 10 years of age<\/span><\/li>\n\n\n\n<li><em>Intermediate<\/em>: 11 to 13 years of age<\/li>\n\n\n\n<li><em>Senior<\/em>: 14 to 18 years of age<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Cross-age division competitive events are not allowed. In those situations where teams cannot be filled with same age-level members, younger members may move up an age group to compete with an older age group, but older group ages may not move down an age group to compete against a younger age group.<\/li>\n\n\n\n<li>Enrolled 4-H Youth Members must have reached their 8th birthday on or before October 1st of the current 4\u2011H year to be eligible for:\n<ul>\n<li>Competitive situations, including livestock shows or sales;<\/li>\n\n\n\n<li>Enrollment in large animal projects including Beef, Dairy, Goat, Horse, Sheep, Alpaca\/Llama, and Swine;<\/li>\n\n\n\n<li>Enrollment in shooting sports projects;<\/li>\n\n\n\n<li>Enrollment in projects using motorized vehicles;<\/li>\n\n\n\n<li>Enrollment in food preservation projects.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Cloverbuds may participate in age-appropriate activities and projects. Projects recommended for Cloverbuds youth may include: Dog, Cat, Poultry, Rabbit, Pygmy or Novelty Goat, Horseless Horse, Cavy, Exploring the World of Small Animals, Exploring Farm Animals, Discovery, Creative Arts, Performing Arts, Aerospace, Exercise, Computer, Photography, Clothing, Just Outside the Door, and Exploring 4\u2011H. Enrolled 4-H Youth Members and Certified 4-H Volunteers may enroll in 4-H Online through 9:59 PM on July 31 of the current 4-H year. They will be eligible to use curricula and participate in club meetings, workshops and day camps, etc. However, counties, clubs, certain project areas, and events may have specific, more restrictive enrollment deadlines for participation which must be met for participation in those areas.<\/p>\n\n\n\n<h3 class=\"wp-block-heading  wsu-heading--style-marked wsu-heading--mark-color-vineyard\" id=\"4.3\">4.3 Enrollment Participation Requirement<\/h3>\n\n\n\n<p>Enrolled 4\u2011H Youth Members must be enrolled through&nbsp;<a href=\"https:\/\/wa.4honline.com\">4-H Online<\/a>&nbsp;in order to participate in functions.<\/p>\n\n\n\n<h3 class=\"wp-block-heading  wsu-heading--style-marked wsu-heading--mark-color-vineyard\" id=\"4.4\">4.4 Primary County and Cross-County or Cross-State Participation<\/h3>\n\n\n\n<p class=\" wsu-max-width--hero\">The county of residence is the primary county for 4\u2011H enrollment. Youth are encouraged to enroll in their home county or local Tribal program. Enrolled 4\u2011H Youth Members cannot be enrolled in the same project in two different counties or states at the same time. Counties may determine local guidelines for cross-county&nbsp;enrollment,&nbsp;with&nbsp;consultation with the WSU Extension 4-H Program Leader for situations deemed necessary by local staff. Enrolled 4-H Youth Members must meet the eligibility requirements in their own state or county or Tribal Program to qualify for cross-county or cross-state enrollment. Cross-state enrollment is allowed from bordering states (Idaho and Oregon). 4-H Youth residing in bordering states wishing to participate in the WSU 4-H Youth Development Program must provide a brief explanation for their reasons for cross-state participation.<\/p>\n\n\n\n<h3 class=\"wp-block-heading  wsu-heading--style-marked wsu-heading--mark-color-vineyard\" id=\"4.5\">4.5 Request to Transfer Enrollment or Changes in Residence<\/h3>\n\n\n\n<p class=\" wsu-max-width--hero\">When Enrolled 4\u2011H Youth Members who are in good standing move to another location in Washington, participation may be transferred to the new county or Tribal 4-H program upon request of the 4\u2011H family. Local Programming Fees and other local fees, if applicable, will be reviewed by WSU Extension faculty and staff and may be prorated based on the date of the transfer. Records transferred into the county or Tribal Program will be accepted and considered as a part of the individual\u2019s achievement records. Enrolled 4\u2011H Youth Members meeting the 4\u2011H enrollment regulations in the county or Tribal 4-H program they have transferred to are eligible to participate in respective WSU 4\u2011H Youth Development Program events.<\/p>\n\n\n\n<h3 class=\"wp-block-heading  wsu-heading--style-marked wsu-heading--mark-color-vineyard\" id=\"4.6\">4.6 Media Release Form<\/h3>\n\n\n\n<p class=\" wsu-max-width--hero\">A signed&nbsp;<a href=\"https:\/\/extension.wsu.edu\/4h\/policies-resources\/4-h-policies-and-procedures\/consents-and-releases\/#media\">Media Release<\/a>&nbsp;is required to use an Enrolled 4\u2011H Youth Member\u2019s or Certified 4-H Volunteer\u2019s name, photograph, video recording, or audio recording for 4\u2011H publications, advertisements, news articles, websites, evaluations, or research purposes. 4\u2011H parents\/guardians must update this release form annually as part of the re-enrollment process.<\/p>\n\n\n\n<h3 class=\"wp-block-heading  wsu-heading--style-marked wsu-heading--mark-color-vineyard\" id=\"4.7\">4.7 Consent to Participate in Impact Studies<\/h3>\n\n\n\n<p class=\" wsu-max-width--hero\">Following 4\u2011H events and programs, youth may be asked to voluntarily participate in a 4\u2011H evaluation to assess educational impact and life skill development gained from 4\u2011H participation. Information gained will be utilized to help improve the WSU 4\u2011H Youth Development Program. There should be no known risks associated with these assessments. All information obtained will be reported as anonymized aggregate data.<\/p>\n\n\n\n<p class=\" wsu-max-width--hero\">Studies beyond program improvement surveys and those where results will be published must be submitted to the Office of Research Assurances for approval. Annual Faculty and Staff Performance Reports are not considered published.<\/p>\n\n\n\n<h3 class=\"wp-block-heading  wsu-heading--style-marked wsu-heading--mark-color-vineyard\" id=\"4.8\">4.8 Enrollment Fees<\/h3>\n\n\n\n<p class=\" wsu-max-width--hero\">The State Enrollment Fee is required for participation in 4\u2011H. The State Enrollment Fee is set prior to the first day of enrollment (October 1 of each year) and will be set for that 4-H year. Additional fees may be collected to cover program costs, including but not limited to, supplies and materials, and conference or event fees.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"4.8.1\">4.8.1 County Programming Fees and Club Fees<\/h4>\n\n\n\n<p class=\"wsu-max-width--hero wsu-spacing-padding-left--medium\">Counties or Tribal Programs and\/or clubs may charge a nominal fee for program operation, known as Programming Fees. Enrollment in more than one county or Tribal Program may result in paying programming fees in more than one county or Tribal Program.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"4.8.2\">4.8.2 Fee Assistance<\/h4>\n\n\n\n<p class=\"wsu-max-width--hero wsu-spacing-padding-left--medium\">It is strongly encouraged that financial support be available for those in need; check with your&nbsp;<a href=\"https:\/\/cahnrs.wsu.edu\/about\/locations\/\">local WSU Extension Office<\/a>&nbsp;for assistance.<\/p>\n\n\n\n<h3 class=\"wp-block-heading  wsu-heading--style-marked wsu-heading--mark-color-vineyard\" id=\"4.9\">4.9 Member in Good Standing<\/h3>\n\n\n\n<p class=\" wsu-max-width--hero\">An Enrolled 4\u2011H Youth Member in good standing is defined as an individual currently enrolled in a 4\u2011H club and in at least one 4\u2011H project, who complies with the 4\u2011H Youth Member Code of Conduct (as agreed to in 4-H Online) and club and local requirements for participation in the 4\u2011H program.<\/p>\n\n\n\n<h3 class=\"wp-block-heading  wsu-heading--style-marked wsu-heading--mark-color-vineyard\" id=\"4.10\">4.10 Member Reasonable Accommodation<\/h3>\n\n\n\n<p class=\" wsu-max-width--hero\"><a href=\"https:\/\/extension.wsu.edu\/4h\/reasonable-accommodation-policy\/\">Reasonable accommodations<\/a> are available for participants, Enrolled 4-H Youth Members, Certified 4-H Volunteers, and those attending 4-H sponsored events with a documented disability. Youth may participate in 4\u2011H through a variety of program delivery modes, including organized 4\u2011H clubs, 4\u2011H special interest or short-term programs, 4\u2011H camping programs, 4\u2011H school enrichment programs, 4\u2011H individual study\/mentoring\/family learning programs, after-school programs, and instructional TV\/video\/internet programs.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"5.1.1\">5.1.1 4-H Contact<\/h4>\n\n\n\n<p class=\"wsu-max-width--hero wsu-spacing-padding-left--medium\">Individuals that come in contact with the 4\u2011H program through office visits, recruitment efforts, exhibits or displays, ceremonies, etc., but are not currently in the 4\u2011H enrollment management system (4-H Online).<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"5.1.2\">5.1.2 4-H Participant<\/h4>\n\n\n\n<p class=\"wsu-max-width--hero wsu-spacing-padding-left--medium\">Any youth taking part in programs provided as a result of action by WSU Extension or WSU 4\u2011H personnel (faculty, staff, and Certified 4-H Volunteers) is a 4-H Participant. This includes youth participating in programs conducted through 1862, 1890, and 1994 land-grant universities, family and consumer science (FCS) programs, Master Gardener (MG) programs, and other programs which may or may not use the 4\u2011H name and emblem with participants. These participants are not enrolled 4-H Youth Members; their enrollment is reported on the ES237 report through Group Enrollments.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"5.1.3\">5.1.3 Enrolled 4-H Youth Member<\/h4>\n\n\n\n<p class=\"wsu-max-width--hero wsu-spacing-padding-left--medium\">Any youth who has a completed and approved individual enrollment in 4-H Online is an Enrolled 4-H Youth member. These members participate regularly in organized, ongoing local 4\u2011H units and are aware of their enrollment in 4\u2011H.<\/p>\n\n\n\n<h3 class=\"wp-block-heading  wsu-heading--style-marked wsu-heading--mark-color-vineyard\" id=\"5.2\">5.2 4-H Delivery Modes<\/h3>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"5.2.1\">5.2.1 Organized 4-H Club<\/h4>\n\n\n\n<p class=\"wsu-max-width--hero wsu-spacing-padding-left--medium\">A 4\u2011H club is an organized group of youth (<a href=\"#6.1\">see section 6.1 for further definition<\/a>), led by a Certified 4-H Volunteer, with a planned program that is carried on throughout all or most of the year. 4\u2011H clubs may meet in any location and will have elected youth officers or youth leaders and a set of bylaws approved by the membership to govern the club. These clubs have an official signed 4\u2011H Charter.<\/p>\n\n\n\n<ul>\n<li>Community clubs typically meet in the evenings or on weekends and offer self-selected learning experiences and activities.<\/li>\n\n\n\n<li>In-school clubs meet during school hours and have officers and planned activities beyond school enrichment.<\/li>\n\n\n\n<li>4\u2011H after-school clubs are organized within childcare settings and include officers and planned activities.<\/li>\n\n\n\n<li>Military 4\u2011H clubs are organized by the Armed Forces, often on military installations, and principally for military dependents.<\/li>\n<\/ul>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"5.2.2\">5.2.2 Special Interest\/Short-Term Programs<\/h4>\n\n\n\n<p class=\"wsu-max-width--hero wsu-spacing-padding-left--medium\">A Special Interest\/Short-Term program is a group of youth meeting for a specific learning experience that involves direct teaching by WSU Extension faculty, staff, Certified 4-H Volunteers, or other adults working with a collaborating agency including teachers. The program is not part of a school curriculum.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"5.2.3\">5.2.3 4-H Camping<\/h4>\n\n\n\n<p class=\"wsu-spacing-padding-left--medium wsu-max-width--hero\">4\u2011H camping involves youth taking part in a WSU 4-H Youth Development Program-planned educational experience of group living in the out-of-doors.<\/p>\n\n\n\n<h5 class=\"wp-block-heading\" id=\"5231-overnight-camping\">5.2.3.1 Overnight Camping<\/h5>\n\n\n\n<p class=\"wsu-spacing-padding-left--large\">Overnight camping includes being away from home at least one night (resident, primitive, or travel camping).<\/p>\n\n\n\n<h5 class=\"wp-block-heading\" id=\"5232-day-camping\">5.2.3.2 Day Camping<\/h5>\n\n\n\n<p class=\"wsu-spacing-padding-left--large wsu-max-width--hero\">Day camping consists of multiple-day programs, with youth returning home each evening.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"5.2.4\">5.2.4 School Enrichment<\/h4>\n\n\n\n<p class=\"wsu-max-width--hero wsu-spacing-padding-left--medium\">School Enrichment programs provide youth a sequence of learning experiences in cooperation with school officials during school hours to support the school curriculum. Direct teaching is done by WSU Extension faculty, staff, Certified 4-H Volunteers, or other adults working with a collaborating agency including teachers.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"5.2.5\">5.2.5 Individual Study\/Mentoring\/Family Learning<\/h4>\n\n\n\n<p class=\"wsu-spacing-padding-left--medium wsu-max-width--hero\">Individual Study\/Mentoring\/Family Learning consists of planned learning that occurs independently of a formal group setting as an individual, paired, or family learning effort. Examples include self-study, home study courses, advanced placement courses, mentoring or shadowing with an \u201cexpert,\u201d and families learning together. <strong>Note<\/strong>: This type of 4\u2011H experience is not eligible for tax-exempt status; therefore, no donations of any monies\/gifts can be accepted <strong>unless<\/strong> expressly indicated that they are not tax-exempt. Use of the name and emblem may be extended through an official notification from the&nbsp;<a href=\"https:\/\/cahnrs.wsu.edu\/about\/locations\/\">local WSU Extension Office<\/a>.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"5.2.6\">5.2.6 After-School Programs<\/h4>\n\n\n\n<p class=\"wsu-max-width--hero wsu-spacing-padding-left--medium\">After-School programs are offered to youth outside of school hours, usually in a school or other community center and incorporating 4\u2011H curricula. The primary purpose is to provide care for youth while parents are working or unavailable.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"5.2.7\">5.2.7 Instructional TV\/Video\/Web Programs<\/h4>\n\n\n\n<p class=\"wsu-max-width--hero wsu-spacing-padding-left--medium\">Instructional TV\/Video\/Web Programs are learning experiences through WSU Extension via technology.<\/p>\n\n\n\n<h3 class=\"wp-block-heading  wsu-heading--style-marked wsu-heading--mark-color-vineyard\" id=\"5.3\">5.3 Program Year<\/h3>\n\n\n\n<p class=\" wsu-max-width--hero\">The Washington State 4\u2011H Youth Development program year is October 1 through September 30.<\/p>\n\n\n\n<h3 class=\"wp-block-heading  wsu-heading--style-marked wsu-heading--mark-color-vineyard\" id=\"5.4\">5.4 Contact Hours<\/h3>\n\n\n\n<p class=\"wsu-max-width--hero wsu-spacing-after--xxsmall\">Contact hours are defined as being in direct contact (physical or virtual) with a WSU Extension staff member, Certified 4-H Volunteer, or other adults working with a collaborating agency in conjunction with WSU Extension personnel using 4\u2011H, WSU Extension, or WSU 4\u2011H Youth Development Program approved curriculum.<\/p>\n\n\n\n<ul>\n<li>4\u2011H enrollment constitutes a minimum of six hours of contact throughout the 4\u2011H year.<\/li>\n\n\n\n<li>4\u2011H non-member participation must constitute a minimum of six contact hours to be counted on the ES237 report.<\/li>\n\n\n\n<li>Utilizing WSU Extension-based resources and\/or curriculum is key to establishing the minimum number of hours, but hours can be met in multiple ways.<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\" \/>\n\n\n\n<h2 class=\"wp-block-heading has-text-align-center\" class=\" wsu-max-width--hero\">The WSU 4\u2011H Youth Development Program and the 4\u2011H National Headquarters define a 4\u2011H Club as an organized group of at least five youth from three different families who meet regularly with a minimum of 2 Certified 4-H Volunteers or staff for a long-term, progressive series of educational experiences.<\/p>\n\n\n\n<h3 class=\"wp-block-heading  wsu-heading--style-marked wsu-heading--mark-color-vineyard\" id=\"6.2\">6.2 The Club Purpose<\/h3>\n\n\n\n<p class=\" wsu-max-width--hero\">The purpose of a 4\u2011H Club is to provide positive youth development opportunities to meet the needs of young people to experience belonging, mastery, independence, and generosity\u2014the Essential Elements\u2014and to foster educational opportunities tied to the land-grant university knowledge base.<\/p>\n\n\n\n<h3 class=\"wp-block-heading  wsu-heading--style-marked wsu-heading--mark-color-vineyard\" id=\"6.3\">6.3 Structure of a 4-H Club<\/h3>\n\n\n\n<ul class=\" wsu-list--columns-2\">\n<li>Enrolls at least 5 youth members from at least 3 families<\/li>\n\n\n\n<li>Conducts a minimum of 6 regular club meetings per year, with many holding 9\u201312 regular meetings throughout most or all of the year, and often supplemented by project meetings, camps, fairs, and other 4\u2011H learning activities<\/li>\n\n\n\n<li>Selects youth officers or youth leaders to provide leadership to the club<\/li>\n\n\n\n<li>Provides youth involvement in leadership and decision-making<\/li>\n\n\n\n<li>Has written operating guidelines, bylaws, or a constitution approved by members to govern the club or group<\/li>\n\n\n\n<li>Meets in any location\u2014a home, community center, military installation, library, public housing site, school, afterschool program, and\/or many other places that are agreeable by the club<\/li>\n\n\n\n<li>Submits a written program of work to the WSU Extension 4-H office for the current 4\u2011H year<\/li>\n\n\n\n<li>Meets interests and needs of youth in same-age or cross-age groupings and using single project or multiple project formats<\/li>\n\n\n\n<li>Enrolls any youth eligible for 4\u2011H membership, regardless of race; sex\/gender; sexual orientation; gender identity\/expression; religion; age; color; creed; national or ethnic origin; physical, mental or sensory disability, including disability requiring the use of a trained service animal; or genetic information<\/li>\n\n\n\n<li>Is advised by Certified 4-H Volunteers who have been screened and trained<\/li>\n\n\n\n<li>Follows all financial policies, guidelines, and practices<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading  wsu-heading--style-marked wsu-heading--mark-color-vineyard\" id=\"6.4\">6.4 Club Names<\/h3>\n\n\n\n<p class=\"wsu-max-width--hero wsu-spacing-after--xxsmall\">Any organization that functions for the purpose of furthering 4\u2011H objectives and programs and has been formally authorized to use the 4\u2011H name and emblem by the appropriate representative of the Cooperative Extension Service must have names that:<\/p>\n\n\n\n<ul>\n<li>Are specific to the 4\u2011H club or organization either through a unique name or by identifying the county or location. Examples: Share-N-Win 4\u2011H Club (unique name); Calvert County 4\u2011H Horse Club (generic name with county)<\/li>\n\n\n\n<li>Do not imply that membership is discriminatory toward or exclusive of any group that is protected by equal opportunity regulations (See 2.4).<\/li>\n\n\n\n<li>Are not offensive or generally seen as demeaning<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading  wsu-heading--style-marked wsu-heading--mark-color-vineyard\" id=\"6.5\">6.5 4-H Club Charter<\/h3>\n\n\n\n<p class=\" wsu-max-width--hero\">A 4\u2011H club must be chartered by 4\u2011H National Headquarters at the USDA and the WSU 4\u2011H Youth Development Program in order to be recognized as part of 4\u2011H and to be authorized to use the 4\u2011H name and emblem. The Club Charter identifies a group as an organized 4\u2011H club and is authorized to use the 4\u2011H name and emblem for educational purposes. Charters stay with the club as long as it is in existence. All clubs are expected to operate within the chartering framework and utilize best practices of positive youth development. The charter does not have to be renewed annually; however, it is required when a leadership change or minor revisions in the club (i.e., the club changes from a community club to a project-specific club) occur. The 4\u2011H Club\/Charter Application is to be completed by all new clubs.<\/p>\n\n\n\n<h3 class=\"wp-block-heading  wsu-heading--style-marked wsu-heading--mark-color-vineyard\" id=\"6.6\">6.6 4-H Club Constitution and Bylaws<\/h3>\n\n\n\n<p class=\" wsu-max-width--hero\">All clubs are to function formally through a constitution and bylaws. These are the organizing documents of a club and describes how the club operates. A current copy of the club constitution and bylaws must be kept on file in the local WSU Extension office. Please contact your&nbsp;<a href=\"https:\/\/cahnrs.wsu.edu\/about\/locations\/\">local WSU Extension Office<\/a>&nbsp;for a constitution and bylaws template.<\/p>\n\n\n\n<h3 class=\"wp-block-heading  wsu-heading--style-marked wsu-heading--mark-color-vineyard\" id=\"6.7\">6.7 Club Dissolution<\/h3>\n\n\n\n<p class=\" wsu-max-width--hero\">If a 4\u2011H club\/group would like to disband\/dissolve, please contact your local WSU Extension office for the proper procedure. Volunteers serve at the pleasure and privilege of WSU and are considered \u201cat will\u201d individuals who may be dismissed at any time. Volunteers are positive role models and mentors. 4-H Volunteers include adults in leadership and support roles. <a href=\"#7.3\">See section 7.3<\/a> for additional information about the types of 4-H Volunteers.<\/p>\n\n\n\n<h3 class=\"wp-block-heading  wsu-heading--style-marked wsu-heading--mark-color-vineyard\" id=\"7.2\">7.2 Age Requirements for 4-H Volunteers<\/h3>\n\n\n\n<p class=\" wsu-max-width--hero\">The age requirement for a 4\u2011H Volunteer is 18 years of age. A Certified 4-H Volunteer may not enroll as an Enrolled 4\u2011H Youth Member. A member that has elected to enroll as a Certified 4\u2011H Volunteer may not revert their position back to that of an Enrolled 4\u2011H Youth Member. Enrolled 4\u2011H Youth Members may assist through the 4\u2011H Leadership Project and by enrolling as a Youth Officer. Youth Officers will be under the direction of a Certified 4-H Volunteer.<\/p>\n\n\n\n<h3 class=\"wp-block-heading  wsu-heading--style-marked wsu-heading--mark-color-vineyard\" id=\"7.3\">7.3 Types of 4-H Volunteers<\/h3>\n\n\n\n<p class=\"wsu-max-width--hero wsu-spacing-after--xxsmall\">The WSU 4\u2011H Youth Development Program recognizes the leadership and service of all types of 4\u2011H Volunteers. There are two types of 4\u2011H Volunteers:<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"7.3.1\">7.3.1 Certified 4-H Volunteers<\/h4>\n\n\n\n<p class=\"wsu-spacing-padding-left--medium wsu-max-width--hero wsu-spacing-after--xxsmall\">Certified 4-H Volunteers have completed the WSU 4\u2011H volunteer screening process and are officially designated as representatives and leaders of the 4\u2011H program. They supervise and direct county or Tribal Program and club 4\u2011H programs and projects. They volunteer under the direction of WSU Extension personnel to ensure that the objectives and standards of the WSU 4\u2011H Youth Development Program are met. The roles available to Certified 4-H Volunteers are:<\/p>\n\n\n\n<ul class=\" wsu-list--columns-2\">\n<li><strong>Club Leader<\/strong>: This individual is responsible for the overall leadership and organization.<\/li>\n\n\n\n<li><strong>Assistant Club Leader<\/strong>: This individual assists the Club Leader as needed with club activities or special tasks.<\/li>\n\n\n\n<li><strong>Project Leader<\/strong>: This individual is responsible for leading the various projects within each 4-H Club.<\/li>\n\n\n\n<li><strong>Project Assistant<\/strong>: This individual assists with project activities at the club, county, state, etc. level.<\/li>\n\n\n\n<li><strong>Resource Volunteer<\/strong>: This individual is responsible for assisting with various 4-H events and activities that are not specifically tied to one club or project area. These may be event-based, episodic, administrative, or other duties as identified.<\/li>\n\n\n\n<li><strong>Volunteer Applicant<\/strong>: This individual has not been accepted as a 4-H Volunteer.<\/li>\n<\/ul>\n\n\n\n<p class=\"wsu-max-width--hero wsu-spacing-padding-left--medium\">If a person is volunteering time and expertise to the 4\u2011H program and\/or is in contact with youth on an ongoing basis during 4-H meetings, events, or activities, then the person needs to be a Certified 4-H Volunteer.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"7.3.2\">7.3.2 4-H Collaborators<\/h4>\n\n\n\n<p class=\"wsu-max-width--hero wsu-spacing-padding-left--medium\">4\u2011H Collaborators work or volunteer for other agencies and partner with the WSU 4\u2011H Youth Development Program to utilize 4\u2011H programs and\/or curricula in their programs. They are expected to provide appropriate reporting and updates to their supervising WSU Extension 4\u2011H faculty or staff. Generally, Collaborators participate in school enrichment, military programs, or other special programs. Collaborators are not Certified 4-H Volunteers and do not enroll in the 4-H Online Enrollment System.<\/p>\n\n\n\n<h3 class=\"wp-block-heading  wsu-heading--style-marked wsu-heading--mark-color-vineyard\" id=\"7.4\">7.4 Volunteer Application Process<\/h3>\n\n\n\n<p class=\" wsu-max-width--hero\">The process of becoming a 4-H volunteer begins with completion and submission of the <a href=\"https:\/\/extension.wsu.edu\/4h\/4-h-volunteer-application\/\">WSU 4\u2011H Volunteer Application Form.<\/a> All prospective 4-H Volunteers, including host family members and chaperones, will be screened through reference checks, an intake interview, and a criminal background check. Rescreening may be conducted at any time. The local WSU Extension 4\u2011H faculty, staff, and\/or WSU Extension 4\u2011H Program Leader reserve the right to reject any applicant. The WSU 4\u2011H Youth Development Program requires certain trainings for certifying volunteers. The following elements are required components of the Certified 4-H Volunteer certification process. They must all be completed and documented before the volunteer is considered certified.<\/p>\n\n\n\n<ol class=\" wsu-list--columns-2\">\n<li>Submit a signed and completed <a href=\"https:\/\/extension.wsu.edu\/4h\/4-h-volunteer-application\/\">WSU 4\u2011H Volunteer Application Form<\/a>;<\/li>\n\n\n\n<li>Submit names and contact information for three references;<\/li>\n\n\n\n<li>Participate in an interview with the WSU Extension 4\u2011H faculty, staff, or authorized representative face-to-face, by phone, or through other technology that allows participants to be heard verbally;<\/li>\n\n\n\n<li>Complete a criminal background screening through First Advantage;<\/li>\n\n\n\n<li>Complete the Four Western Region e-learning modules;<\/li>\n\n\n\n<li>Complete the Child Protection e-learning module;<\/li>\n\n\n\n<li>Complete the UPPM 50.32: Protection and Safety of Minors module;<\/li>\n\n\n\n<li>Register as a volunteer within 4-H Online system and complete all authorization forms;<\/li>\n\n\n\n<li>Complete and sign all consents including the Adult Valuable Partnership Agreement in 4-H Online;<\/li>\n\n\n\n<li>Receive a login to GivePulse for tracking volunteer hours; and<\/li>\n\n\n\n<li>Complete any other items as required specific to your county or Tribal Program including any new volunteer training.<\/li>\n<\/ol>\n\n\n\n<p class=\" wsu-max-width--hero\">At any point in time, the certification process may be terminated by the WSU Extension 4\u2011H faculty or staff for any reason. If the prospective volunteer does not complete the certification process in one year or less and\/or references are not received within that same one year period, then the applicant will be notified of the termination process. If a prospective volunteer does not sign and\/or if they alter any form and then sign, the application will be terminated.<\/p>\n\n\n\n<h4 class=\"wp-block-heading 7.4.1\" id=\"7.4.1\">7.4.1 References<\/h4>\n\n\n\n<p class=\"wsu-max-width--hero wsu-spacing-padding-left--medium\">Three references are requested with two being necessary for completion of the application process. References may not be a close family member (spouse, parent, child, grandparent, in-law, aunt\/uncle or anyone living in the same household). At least two references must be from a person over the age of eighteen. One reference may be from a person under the age of eighteen. Youth are allowed to provide a reference for an adult interested in being certified.<\/p>\n\n\n\n<h4 class=\"wp-block-heading 7.4.2\" id=\"7.4.2\">7.4.2 Background Check<\/h4>\n\n\n\n<p class=\"wsu-max-width--hero wsu-spacing-padding-left--medium\">All background checks will be initiated by the individual volunteer. Our preferred provider is First Advantage; for any alternative method, contact your <a href=\"https:\/\/cahnrs.wsu.edu\/about\/locations\/\">local Extension office.<\/a><\/p>\n\n\n\n<h3 class=\"wp-block-heading  wsu-heading--style-marked wsu-heading--mark-color-vineyard\" id=\"7.5\">7.5 Enrollment<\/h3>\n\n\n\n<p class=\" wsu-max-width--hero\">Certified 4-H Volunteers must enroll and be approved annually within 4-H Online to maintain their active status and to continue fulfilling their volunteer roles. Enrollments must be submitted by 9:59 PM on July 31. Certified 4-H Volunteers are required to read, sign, and abide by the Adult Valuable Partnership Agreement annually. A volunteer is not considered a Certified 4-H Volunteer until all application and screening pieces are completed and the volunteer\u2019s enrollment has been approved by the volunteer\u2019s local WSU Extension staff. Some county or Tribal programs, fairs, contests, or activities may have earlier enrollment deadlines for participation.<\/p>\n\n\n\n<h3 class=\"wp-block-heading  wsu-heading--style-marked wsu-heading--mark-color-vineyard\" id=\"7.6\">7.6 Volunteer Requests for Transfer of Certification Files<\/h3>\n\n\n\n<p class=\" wsu-max-width--hero\">Individuals who have gone through the volunteer certification process and are Certified 4\u2011H Volunteers in good standing within the WSU 4-H Youth Development Program, may transfer their certification to another county or Tribal Program within Washington. If a Certified 4-H volunteer changes their county of residence and\/or enrollment, the 4\u2011H faculty and\/or staff of the new county or Tribal Program are requested to notify the 4\u2011H faculty and\/or staff of the county or Tribal Program of origin of such change.<\/p>\n\n\n\n<p class=\" wsu-max-width--hero\">To the extent the law allows, Certified 4-H Volunteer files are confidential and kept in a secure manner within the local WSU Extension office where they primarily volunteer and\/or within 4-H Online. Their place of residency does not establish their venue for volunteering. Certified 4-H Volunteers who physically move from one county or location to another may request for their 4\u2011H Volunteer Certification file to be transferred. WSU Extension 4\u2011H faculty or staff will review the file and determine appropriate placement based upon program availability. It is at the discretion of the WSU Extension 4\u2011H faculty or staff member in the new county or Tribal Program to determine if the volunteer will need additional training.<\/p>\n\n\n\n<p class=\" wsu-max-width--hero\">Certified 4\u2011H Volunteers who are dismissed as a volunteer in one county or Tribal Program may not volunteer with any other WSU Extension program.<\/p>\n\n\n\n<h3 class=\"wp-block-heading  wsu-heading--style-marked wsu-heading--mark-color-vineyard\" id=\"7.7\">7.7 Fees for Services by Volunteers<\/h3>\n\n\n\n<p class=\" wsu-max-width--hero\">Certified 4-H Volunteers may not charge for their personal services related to their position as a volunteer while acting in their official capacity. &nbsp;However, they may, with prior approval of WSU Extension 4\u2011H Faculty or staff, recoup actual expenses for educational materials provided to clientele if the Certified 4-H Volunteer made the initial purchase.<\/p>\n\n\n\n<h3 class=\"wp-block-heading  wsu-heading--style-marked wsu-heading--mark-color-vineyard\" id=\"7.8\">7.8 Product Endorsement or Implied Endorsement<\/h3>\n\n\n\n<p class=\" wsu-max-width--hero\">The affiliation of a Certified 4-H Volunteer with a commercial activity or commercial product in a manner that implies or can be reasonably construed as a WSU Extension or WSU endorsement is prohibited.<\/p>\n\n\n\n<h3 class=\"wp-block-heading  wsu-heading--style-marked wsu-heading--mark-color-vineyard\" id=\"7.9\">7.9 Special Certifications\/Additional Training Requirements<\/h3>\n\n\n\n<p class=\" wsu-max-width--hero\">Certified 4-H Volunteers for select roles or positions will be required to complete additional training and\/or certifications prior to acting in that role or position. Examples of roles requiring additional training and\/or certification include (but are not limited to): Shooting Sports leaders, Food Preservation leaders, and Club\/Program Treasurers and\/or adults working with the youth treasurer. All Certified 4-H Volunteers are highly encouraged to attend programs and\/or receive additional training that will help them become a successful volunteer. Additional required training may arise as new programs and situations dictate.<\/p>\n\n\n\n<h3 class=\"wp-block-heading  wsu-heading--style-marked wsu-heading--mark-color-vineyard\" id=\"7.10\">7.10 Reporting Volunteer Hours<\/h3>\n\n\n\n<p class=\"wsu-max-width--hero wsu-spacing-after--xxsmall\">Certified 4-H Volunteers are required to report their hours through GivePulse for all services provided within the WSU 4\u2011H Youth Development Program. Instructions and links to access GivePulse can be found Volunteer Resources.<\/p>\n\n\n\n<ul>\n<li>Certified 4-H Volunteers will receive a log-in for GivePulse upon enrollment.<\/li>\n\n\n\n<li>Certified 4-H Volunteers who do not have internet access can contact the WSU Extension office to identify an alternative method for reporting volunteer hours.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading  wsu-heading--style-marked wsu-heading--mark-color-vineyard\" id=\"7.11\">7.11 Volunteer Liability<\/h3>\n\n\n\n<p class=\" wsu-max-width--hero\">Certified 4-H Volunteers are protected under the state of Washington tort claims law, RCW 4.92.060, for acts or omissions while performing, or in good faith purporting to perform, their official duties. All Certified 4-H Volunteers must individually enroll through the local WSU Extension office and report their hours in GivePulse to receive this liability protection.<\/p>\n\n\n\n<h3 class=\"wp-block-heading  wsu-heading--style-marked wsu-heading--mark-color-vineyard\" id=\"7.12\">7.12 Certified 4-H Volunteer Expectations and Responsibility<\/h3>\n\n\n\n<p class=\"wsu-max-width--hero wsu-spacing-after--xxsmall\">WSU Extension faculty and staff are responsible for enforcing these agreements to ensure the safety and well-being of all participants and preserve the integrity of the WSU 4\u2011H Youth Development Program. Consequently, all work and decisions of the 4\u2011H Advisory Committees and Councils are advisory to the WSU Extension 4\u2011H faculty and\/or staff. The WSU Extension 4\u2011H faculty and\/or staff are responsible for enforcing the <a href=\"https:\/\/extension.wsu.edu\/4h\/4-h-program-policies\/consents-and-releases\/#4-h-youth-code-of-conduct\">4\u2011H Youth Code of Conduct<\/a>, <a href=\"https:\/\/extension.wsu.edu\/4h\/4-h-program-policies\/consents-and-releases\/#adult-valuable-partnership-agreement\">Adult Valuable Partnership Agreemen<\/a>t, 4-H Youth Development Program Policies, and <a href=\"https:\/\/crmo.wsu.edu\/uppm50-32\/\">UPPM 50.32<\/a> and <a href=\"https:\/\/ccr.wsu.edu\/policies-procedures\/executive-policy15\/\">UPPM 10.60<\/a> to ensure the safety and well-being of all participants and preserve the integrity of the WSU 4\u2011H Youth Development Program.<\/p>\n\n\n\n<h3 class=\"wp-block-heading  wsu-heading--style-marked wsu-heading--mark-color-vineyard\" id=\"7.14\">7.14 Being a Volunteer is a Privilege, Not a Right<\/h3>\n\n\n\n<p class=\" wsu-max-width--hero\">Volunteerism is crucial to the success of the WSU 4\u2011H Youth Development Program. Volunteering with youth and other adults in the WSU 4\u2011H Youth Development Program is a privilege and responsibility, not a right.<\/p>\n\n\n\n<h4 class=\"wp-block-heading  wsu-heading--style-marked wsu-heading--mark-color-vineyard\" id=\"7.14.1\">7.14.1 Conduct Review<\/h4>\n\n\n\n<p class=\"wsu-max-width--hero wsu-spacing-padding-left--medium\">Whenever unacceptable behavior is observed and\/or reported, the WSU Extension 4\u2011H faculty and\/or staff may do a conduct review by implementing the Coaching to Program Success system. At any point during the conduct review, WSU Extension may place a Certified 4-H Volunteer on suspension.<\/p>\n\n\n\n<h4 class=\"wp-block-heading  wsu-heading--mark-color-vineyard\" id=\"7.14.2\">7.14.2 Corrective Action<\/h4>\n\n\n\n<p class=\"wsu-max-width--hero wsu-spacing-padding-left--medium\">If behavior has been determined to be in violation of the Washington 4\u2011H Adult Valuable Partnership Agreement, state and federal law, or polices set forth by the WSU, state, and county or Tribal Program 4\u2011H policies, corrective or disciplinary action may occur. Corrective actions may be imposed by the WSU Extension 4\u2011H faculty and\/or staff.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"7.14.3\">7.14.3 Disciplinary Action<\/h4>\n\n\n\n<p class=\"wsu-max-width--hero wsu-spacing-padding-left--medium\">Disciplinary action is a formal action taken when corrective actions fail to correct the problem.&nbsp;If the seriousness of the offense warrants more formal or immediate measures, disciplinary action may be taken without first imposing corrective action. Cruel or negligent treatment and handling will not be tolerated and must be reported to appropriate staff.<\/p>\n\n\n\n<h3 class=\"wp-block-heading  wsu-heading--style-marked wsu-heading--mark-color-vineyard\" id=\"8.2\">8.2 Illegal Substances in Animals<\/h3>\n\n\n\n<p>The use of illegal drugs and\/or the improper use of animal health products or foreign substances will not be tolerated in the WSU 4\u2011H Youth Development Program. &nbsp;WSU Extension personnel, Certified 4\u2011H Volunteers, families, youth, and fair\/show officials have a legal and moral obligation not to misuse these products. We have the responsibility to tell others not to use these substances and report those who do use any illegal substance. The administration of any drug or medication which could affect an animal\u2019s disposition or performance, resulting in an unfair advantage, is unacceptable.<\/p>\n\n\n\n<p class=\" wsu-max-width--hero\">Additionally, there are federal penalties for using illegal substances in animals that are going into the nation\u2019s food supply.<\/p>\n\n\n\n<h3 class=\"wp-block-heading  wsu-heading--style-marked wsu-heading--mark-color-vineyard\" id=\"8.3\">8.3 Animal Ownership<\/h3>\n\n\n\n<p class=\" wsu-max-width--hero\">Enrolled 4\u2011H Youth Members in Washington State need not own their 4\u2011H project animals. Enrolled 4-H Youth Members may lease a project animal. Enrolled 4-H Youth Members may not lease a project animal if it is to be sold by the member at a junior livestock auction.<\/p>\n\n\n\n<h3 class=\"wp-block-heading  wsu-heading--style-marked wsu-heading--mark-color-vineyard\" id=\"8.4\">8.4 Showmanship<\/h3>\n\n\n\n<p class=\" wsu-max-width--hero\">Enrolled 4-H Youth Members are not required to participate in exhibiting their project animals. If they choose to exhibit their project animals, showmanship is a required educational activity for each species of animal shown in 4\u2011H classes at community fairs, county fairs, State 4\u2011H Fair qualifying events, youth shows, and the State 4\u2011H Fair. Showmanship must be a part of the annual experience of Enrolled 4-H Youth Members exhibiting their project animals<\/p>\n\n\n\n<h3 class=\"wp-block-heading  wsu-heading--style-marked wsu-heading--mark-color-vineyard\" id=\"8.5\">8.5 Joint Care of One Animal<\/h3>\n\n\n\n<p class=\" wsu-max-width--hero\">Two Enrolled 4\u2011H Youth Members may jointly care for and show one animal if the animal is not entered into market animal projects. These members may not compete directly with one another; specific procedures for sharing animals are to be determined at the local level.<\/p>\n\n\n\n<h3 class=\"wp-block-heading  wsu-heading--style-marked wsu-heading--mark-color-vineyard\" id=\"8.6\">8.6 Animals Under the 4-H Youth Member&#8217;s Regular Care and Management<\/h3>\n\n\n\n<p class=\"wsu-max-width--hero wsu-spacing-after--xxsmall\">Animals must be under the Enrolled 4\u2011H Youth Member\u2019s regular care and management for the following periods of time prior to the official exhibit activity, including junior livestock shows:<\/p>\n\n\n\n<ul class=\" wsu-list--columns-2\">\n<li><strong>Breeding Beef<\/strong>: 90 days<\/li>\n\n\n\n<li><strong>Cats<\/strong>: 60 days<\/li>\n\n\n\n<li><strong>Cavies<\/strong>: 45 days<\/li>\n\n\n\n<li><strong>Dairy<\/strong> (except Dairy Heifer Replacement): 90 days<\/li>\n\n\n\n<li><strong>Dairy Heifer Replacement<\/strong>: 60 days<\/li>\n\n\n\n<li><strong>Dogs<\/strong>: 60 days<\/li>\n\n\n\n<li><strong>Equine<\/strong>: 90 days<\/li>\n\n\n\n<li><strong>Goat<\/strong>: 60 days<\/li>\n\n\n\n<li><strong>Llama<\/strong>: 90 days<\/li>\n\n\n\n<li><strong>Market Beef<\/strong>: 120 days<\/li>\n\n\n\n<li><strong>Rabbits and Poultry<\/strong>: 45 days<\/li>\n\n\n\n<li><strong>Sheep and Swine<\/strong> (Breeding and Market): 60 days<\/li>\n<\/ul>\n\n\n\n<p class=\" wsu-max-width--hero\">Animals raised by the Enrolled 4\u2011H Youth Member from birth or hatching are exempt from the minimum time periods.<\/p>\n\n\n\n<h3 class=\"wp-block-heading  wsu-heading--style-marked wsu-heading--mark-color-vineyard\" id=\"8.7\">8.7 Showing Horned Animals at 4-H Activities or Events<\/h3>\n\n\n\n<ul>\n<li>The definition of horns includes \u201cscurs,\u201d \u201cnubbing,\u201d or \u201cstubs\u201d that extend more than one inch beyond the skin.<\/li>\n\n\n\n<li>Market steers must be polled or dehorned; healed horns or re-growth must not extend more than two inches from the hairline. Horned breeding animals must have the horn tips covered as a safety precaution.<\/li>\n\n\n\n<li>Horned, market, or non-dairy goats and sheep may be exhibited in 4\u2011H activities where animals are not exchanged between youth and the horn tips are covered. Market and non-dairy goats and sheep may be shown in market and breeding classes with horn tips covered. If sheep or market or non-dairy goats have horn scurs (horn re-growth) longer than one-inch, horn tips must be covered. Horns are allowed with certain breeds such as Boer Goats or Icelandic Sheep, or other horned breeds as this is a breed characteristic. Caution should be exercised when dehorning goats, sheep and cattle. A county or Tribal Program may implement a more restrictive but not a less restrictive policy regarding the exhibition of horned animals as long as it does not jeopardize the welfare of the animal or the safety of the exhibitor.<\/li>\n\n\n\n<li>No dairy animals with horns are permitted except in the Junior Heifer Calf class.<\/li>\n\n\n\n<li>No horned dairy goat animals are allowed.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading  wsu-heading--style-marked wsu-heading--mark-color-vineyard\" id=\"8.8\">8.8 Unaltered Male Breeding Animals<\/h3>\n\n\n\n<p class=\"wsu-max-width--hero wsu-spacing-after--xxsmall\">4\u2011H youth may exhibit unaltered male breeding animals of the following ages:<\/p>\n\n\n\n<ul class=\" wsu-list--columns-2\">\n<li><strong>Beef Bulls<\/strong>: born in the current 4\u2011H year (Oct. 1 to Sept. 30)<\/li>\n\n\n\n<li><strong>Buck Goats<\/strong>: under 6 months<\/li>\n\n\n\n<li><strong>Llamas\/Alpacas<\/strong>: under 24 months<\/li>\n\n\n\n<li><strong>Rams<\/strong>: under 24 months<\/li>\n\n\n\n<li><strong>Swine Boars<\/strong>: under 6 months<\/li>\n\n\n\n<li><strong>Yearling Equines<\/strong>: under 12 months<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading  wsu-heading--style-marked wsu-heading--mark-color-vineyard\" id=\"8.9\">8.9 Bison and Bison-Blooded Animals<\/h3>\n\n\n\n<p class=\" wsu-max-width--hero\">The bison is not a domesticated animal and must be treated with caution and respect. Each animal has its own distinct personality, each animal is unpredictable, and only a professional wildlife trainer should attempt to train a bison. Therefore, bison and bison hybrids exceeding 3\/8 bison breeding may not be used as project animals in the WSU 4-H Youth Development Program. Only registered beefalo that have no more than 3\/8 (37.5%) bison breeding and are registered in the American Beefalo Association (ABA) may participate in WSU 4-H Youth Development program livestock fairs and shows in breeding and market classes.<\/p>\n\n\n\n<h3 class=\"wp-block-heading  wsu-heading--style-marked wsu-heading--mark-color-vineyard\" id=\"8.10\">8.10 Quality Assurance<\/h3>\n\n\n\n<p class=\" wsu-max-width--hero\">It is recommended that Enrolled 4-H Youth Members enrolled in food animal projects should participate in quality assurance training.&nbsp; The WSU 4-H Youth Development program recommends \u201c<a href=\"https:\/\/yqcaprogram.org\/\">Youth for the Quality Care of Animals<\/a>\u201d curriculum emphasizing food safety\/consumer protection, animal well-being and life-skill development. Other nationally recognized programs include Beef Quality Assurance (BQA), Pork Quality Assurance Plus (PQA Plus) and Sheep Safety Quality Assurance (SSQA).&nbsp; All programs listed are developed and\/or supported by national commodity groups and major animal harvest facilities designed as a step to facilitate consumer confidence. It is also recommended that youth complete the \u201cProducer Affidavit and Health Record\u201d for their food animal project. The \u201cProducer Affidavit and Health Record\u201d alone does not meet Quality Assurance expectations. Examples of immediate action may include some or all of the following:<\/p>\n\n\n\n<ul class=\" wsu-list--columns-2\">\n<li>Removing the individual(s) from the location, event, or activity<\/li>\n\n\n\n<li>Isolating or evacuating yourself and\/or others<\/li>\n\n\n\n<li>Calling 9-1-1<\/li>\n\n\n\n<li>Alerting WSU Extension 4-H faculty and\/or staff, who must notify the 4\u2011H Program Leader<\/li>\n\n\n\n<li><a href=\"https:\/\/extension.wsu.edu\/4h\/resources\/incident-report-form\/\">Completing an Incident Report<\/a><\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading  wsu-heading--style-marked wsu-heading--mark-color-vineyard\" id=\"9.2\">9.2 Concussion Protocol<\/h3>\n\n\n\n<p class=\" wsu-max-width--hero\">An Enrolled 4\u2011H Youth Member who is suspected of sustaining a concussion or head injury during 4\u2011H shows, activities, or events shall be removed from the event at that time. Any Enrolled 4\u2011H Youth Member who has been removed from an event as a result of a suspected head injury may not return to participation in any 4-H shows, activities, or events until the member is evaluated by a licensed health care provider trained in evaluation and management of concussions and receives written clearance to return to participation. (RCW 28A.600.190)<\/p>\n\n\n\n<h3 class=\"wp-block-heading  wsu-heading--style-marked wsu-heading--mark-color-vineyard\" id=\"9.3\">9.3 Equestrian Helmets<\/h3>\n\n\n\n<p class=\" wsu-max-width--hero\">All Enrolled 4\u2011H Youth Members and non-member youth participating in all equine projects and activities must wear American Society of Testing Materials (ASTM) and Safety Engineering Institute (SEI) approved headgear when riding or driving. The headgear must have a chin strap and be properly fitted. Additionally, all equestrians (including adults) are strongly encouraged to wear protective headgear at all times when riding or working around horses.<\/p>\n\n\n\n<h3 class=\"wp-block-heading  wsu-heading--style-marked wsu-heading--mark-color-vineyard\" id=\"9.4\">9.4 Bicycle Helmets<\/h3>\n\n\n\n<p class=\" wsu-max-width--hero\">An Enrolled 4-H Youth Member or non-member youth participating in 4\u2011H bicycle activities must wear a properly fitted and secured helmet meeting ASTM F1447-18 standards.<\/p>\n\n\n\n<h3 class=\"wp-block-heading  wsu-heading--style-marked wsu-heading--mark-color-vineyard\" id=\"9.5\">9.5 Rodeo Projects<\/h3>\n\n\n\n<p class=\" wsu-max-width--hero\">The WSU 4\u2011H Youth Development Program does not offer a rodeo program, project, activities, or curriculum. Therefore, 4\u2011H faculty and staff, 4\u2011H leaders, Enrolled 4\u2011H Youth Members, or 4\u2011H clubs\/units\/organizations under the 4\u2011H name and emblem will not conduct, sponsor, or co-sponsor rodeo events, including rough stock and other timed events. Exceptions would be those events offered through the 4\u2011H Western Games program. Other exceptions may be roping activities (team roping, breakaway roping, or ranch roping), but only with local WSU Extension 4\u2011H staff approval.<\/p>\n\n\n\n<h3 class=\"wp-block-heading  wsu-heading--style-marked wsu-heading--mark-color-vineyard\" id=\"9.6\">9.6 Adventure Education<\/h3>\n\n\n\n<p class=\" wsu-max-width--hero\">International Climbing and Mountaineering Federation (UIAA) approved climbing helmets will be worn by all persons involved in or around high challenge course elements when participating on the course. Climbing harnesses will be used on all high course elements. Facilitators who lead adventure education activities as part of the WSU 4\u2011H Youth Development Program must have received WSU-approved training.<\/p>\n\n\n\n<h3 class=\"wp-block-heading  wsu-heading--style-marked wsu-heading--mark-color-vineyard\" id=\"9.7\">9.7 4-H Resident Camping<\/h3>\n\n\n\n<p class=\" wsu-max-width--hero\">All 4\u2011H resident camps will comply with the Washington State 4\u2011H Resident Camp Standards, which can be found on the&nbsp;<a href=\"https:\/\/extension.wsu.edu\/4h\">Washington 4-H website<\/a>&nbsp;or by contacting your&nbsp;<a href=\"https:\/\/cahnrs.wsu.edu\/about\/locations\/\">local WSU Extension Office<\/a>.<\/p>\n\n\n\n<h3 class=\"wp-block-heading  wsu-heading--style-marked wsu-heading--mark-color-vineyard\" id=\"9.8\">9.8 ATV\/ORV Participants<\/h3>\n\n\n\n<p class=\" wsu-max-width--hero\">All youth participating in 4-H ATV (all-terrain vehicle) activities must comply with current ATV Safety Institute (ASI) standards and procedures, including the use of DOT-compliant helmets and additional gear. A Class I ATV operator under the age of 16 must meet all the minimum physical size requirements in relationship to the vehicle, outlined in the <a href=\"https:\/\/www.oregon.gov\/oprd\/ATV\/Pages\/ATV-Youth-Riders.aspx\">Oregon Parks and Recreation Department ATV Youth Riders<\/a>.<\/p>\n\n\n\n<h3 class=\"wp-block-heading  wsu-heading--style-marked wsu-heading--mark-color-vineyard\" id=\"9.9\">9.9 Animal Disease Diagnosis and Treatment<\/h3>\n\n\n\n<p class=\" wsu-max-width--hero\">Certified 4-H Volunteers may not engage in activities that include the diagnosis or treatment of, or the direct administration of, medications to project animals without authorization from a licensed veterinarian. However, Certified 4-H Volunteer may educate members and their families in the normal course of their 4\u2011H activities in the areas of animal care, production, and management and may exercise commonly acceptable first aid skills\/practices in emergency situations.<\/p>\n\n\n\n<h3 class=\"wp-block-heading  wsu-heading--style-marked wsu-heading--mark-color-vineyard\" id=\"9.10\">9.10 4-H Shooting Sports<\/h3>\n\n\n\n<p class=\" wsu-max-width--hero\">Leaders in 4\u2011H Shooting Sports projects must complete all Washington State 4-H Shooting Sports Training requirements. In Shooting Sports projects, lead instructors must be a minimum of 21 years old; assistant instructors must be at least 18 years old; and teen leaders must be at least 14 years old. Shooting Sports members and leaders must wear appropriate hearing and eye protection. An Enrolled 4-H Youth Member may not enroll in shooting sports projects without direct supervision of a certified instructor in the project area and discipline. All 4-H Shooting Sports policies can be found on the&nbsp;<a href=\"https:\/\/extension.wsu.edu\/4h\/projects\/shooting-sports\/\">Washington 4-H Shooting Sports webpage<\/a>, or by contacting your local Extension office.<\/p>\n\n\n\n<h3 class=\"wp-block-heading  wsu-heading--style-marked wsu-heading--mark-color-vineyard\" id=\"9.11\">9.11 Food Preservation<\/h3>\n\n\n\n<p class=\" wsu-max-width--hero\">Leaders who wish to enroll and lead Food Preservation Projects must complete the Certified&nbsp;<a href=\"https:\/\/campus.extension.org\/enrol\/index.php?id=2113\">Washington State Food Preservation Training<\/a>. Contact your&nbsp;<a href=\"https:\/\/cahnrs.wsu.edu\/about\/locations\/\">local Extension office<\/a>&nbsp;to access the training.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\" \/>\n\n\n\n<h2 class=\"wp-block-heading has-text-align-center\" id=\"10\">10: Financial Management<\/h2>\n\n\n\n<p class=\" wsu-max-width--hero\">The WSU 4\u2011H Youth Development Program\u2019s financial management processes are under the guidance of the WSU Office of Internal Audit. These policies must be followed to ensure the integrity of the WSU 4\u2011H Youth Development Program\u2019s financial system as well as preserve the determination of a Tax-Exempt Organization from the Internal Revenue Service. All General Club Leaders, Certified 4-H Volunteers who assist with treasury activities, and youth treasurers must complete \u201c4-H Financial Management\u201d training within 60 days of the first club meeting of each 4-H year. This must be completed prior to assuming their position.<\/p>\n\n\n\n<p class=\" wsu-max-width--hero\">Once a 4-H club\/program\/group (group includes 4-H Leaders Councils and their committees) receives its charter, the local WSU Extension office will assist the club to complete an application for an Employer Identification Number (EIN). The EIN is required to identify the 4-H club\/program\/group as a non-profit legal entity to facilitate the acceptance of donations and revenue, to process payment of expenses, and to complete annual reporting. As such, there are specific financial practices that must be followed. Each club\/group that maintains a treasury, accepts donations, or handles money is required to open a bank account. Each bank account must be named \u201cWSU 4-H, (name of your club\/program\/group) 4-H Club\/Group, (leader\u2019s address).\u201d 4-H Funds may only be handled by Certified 4-H Volunteers. All groups not organized as a 4-H club (i.e., 4-H Council, Program Groups, etc.) must have a WSU Extension faculty or staff (WSU employee) on their account as an approved signer. Mobile banking is allowed if it is conducted using a mobile device that is owned by the program\/club. Restrictive criteria include use of mandatory products, trade names, breed association requirements, etc.<\/p>\n\n\n\n<h3 class=\"wp-block-heading  wsu-heading--style-marked wsu-heading--mark-color-vineyard\" id=\"10.2\">10.2 Conflict of Interest<\/h3>\n\n\n\n<p class=\" wsu-max-width--hero\">An individual may not serve in two or more different roles if those roles may create a conflict in the checks and balances of fund management. For example, a secretary is responsible for recording activity during official meetings; a treasurer is responsible for providing an accurate report to the membership. An individual serving in both these roles creates a conflict. Other dual roles may be indicated by the process of auditing, reporting, or other activities. If a 4\u2011H club or group reports its financial activity to a project committee, a club\/group leader should not serve on the project committee; a club\/group leader should not serve on a club\/group\u2019s audit committee, etc.<\/p>\n\n\n\n<h3 class=\"wp-block-heading  wsu-heading--style-marked wsu-heading--mark-color-vineyard\" id=\"10.3\">10.3 Budgeting<\/h3>\n\n\n\n<p class=\" wsu-max-width--hero\">At the beginning of each program year (October 1), each club\/group determines its goals and develops a budget to reach those goals. This involves estimating the amount of funds needed to meet those goals and deciding how to raise the amount needed. Budgeting examples are available in the CTH and CTHLG publications.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"10.3.1\">10.3.1 Fund Balance<\/h4>\n\n\n\n<p class=\"wsu-max-width--hero wsu-spacing-padding-left--medium\">Clubs\/groups may not maintain a high balance (typically more than six months of expenses) from year to year unless pre-approved by their WSU Extension 4\u2011H staff for specific purposes (club trip, purchase expensive equipment, etc.). Keeping a balance that will pay for 6 months of expenses is appropriate and allows the club\/group a \u201ccushion\u201d if fundraising efforts are not successful.<\/p>\n\n\n\n<h3 class=\"wp-block-heading  wsu-heading--style-marked wsu-heading--mark-color-vineyard\" id=\"10.4\">10.4 Transactions<\/h3>\n\n\n\n<p class=\" wsu-max-width--hero\">All transactions should be properly recorded. All expenditures should be documented through receipts.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"10.4.1\">10.4.1 Revenue<\/h4>\n\n\n\n<p class=\"wsu-max-width--hero wsu-spacing-padding-left--medium\">All fundraising and other events that include fees and expenses must be reported to the club\/project. Each event\/fundraising chair presents funds received with a report that details the money received and expenses for the activity. This is similar to a profit and loss statement that the general body of the club\/project uses to decide whether or not to continue an event\/activity. The treasurer provides the event chair with a written receipt for the amount of funds received. Additionally, the treasurer submits the report with the treasurer\u2019s report to the secretary. Fundraising events must have prior approval from the local WSU Extension office; the process for this approval may vary with each county or Tribal Program. All receipts for event fees should be completed using the format shown in the CTH and CTHLG publications.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"10.4.2\">10.4.2 Expenditures<\/h4>\n\n\n\n<p class=\"wsu-max-width--hero wsu-spacing-after--xxsmall\">Expenditures of funds must be approved by the club\/group members. All payments must be accompanied by an itemized receipt that documents the expense. Payments are made using a checking account or debit card (whenever necessary). Use of a debit card requires more diligence in documenting a purchase; follow the process indicated in CTH and CTHLG. In the rare event that an expense must be paid in cash, clubs may do so; however, to pay with cash, refer to CTH and CTHLG for the correct process to follow. Additionally, clubs should follow the following rules:<\/p>\n\n\n\n<ul>\n<li>A club\/program may <strong>not<\/strong> pay an expense when they do not have enough money to pay for it (i.e., overdrawing the account).<\/li>\n\n\n\n<li>Payment for goods and services for non-members (anyone not an Enrolled 4-H Youth Member or Certified 4-H Volunteer) in the club\/group (i.e., parents, siblings, etc.) is not appropriate and may not be paid; for group orders, pre-payment of these expenses by parents, for instance, is considered loaning club funds and is not allowed. For example, if your club is buying club T- T-shirts and parents want to order a T-shirt, the club must collect payment for those items prior to placing the order.<\/li>\n\n\n\n<li>All checks must have two signatures. Checking accounts do not need to be set up to require two signatures at the bank. A second signer (the second signer may either be an Enrolled 4-H Youth Member or a Certified 4-H Volunteer) for 4-H purposes can sign above or below the signature line to demonstrate the expenditure has been reviewed and is appropriate.<\/li>\n\n\n\n<li>All debit card transactions should include a signature on the receipt to demonstrate the expenditure has been reviewed and is appropriate. Additionally, if the debit card will be distributed for use by Certified 4-H Volunteers within the club, a log sheet that documents check-out and check-in of the card must be maintained.<\/li>\n\n\n\n<li>Any custom apparel or other custom merchandise must include the 4\u2011H Clover in the design. The inclusion of the clover assists the organization to inform the public we are members of the 4\u2011H program. Each custom design, additionally, must be approved by your WSU Extension office.<\/li>\n\n\n\n<li>For guidance on the determination of acceptable use of funds, refer to the CTH and\/or CTHLG.<\/li>\n<\/ul>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"1043-online-payment-services\">10.4.3 Online Payment Services<\/h4>\n\n\n\n<p class=\"wsu-spacing-after--xxsmall\">The use of online payment services (i.e. Paypal, Venmo, Eventbrite, etc.) are allowed for use by clubs. However, the guidelines below will need to be followed in order to meet financial management guidelines.<\/p>\n\n\n\n<ul class=\"wsu-list--style-arrow\">\n<li>Each club may only have one online payment service account for their club. The club leader(s) and the treasurer should be the only people to have access to that account.<\/li>\n\n\n\n<li>Personal email accounts should not be utilized in association with these online payment systems. An account specifically for the club needs to be created to be tied to the system, and a preference for a secondary account to be utilized. This email address will need to be provided on the financial review form that is submitted with the club charter application.<\/li>\n\n\n\n<li>If a club leader leaves their position, the account password will need to be changed and redistributed to club leader(s) and treasurer.<\/li>\n\n\n\n<li>If clubs are receiving funds through an online payment service, it is important to provide a copy of the deposits to the treasurer to maintain club financial records.<\/li>\n\n\n\n<li>These systems should <strong>only<\/strong> be used in receiving funds and should not be utilized to make payments.<\/li>\n\n\n\n<li>Please note that online platforms have a variety of fees associated with them. You and your clientele will need to be aware of these fees and who is responsible for paying them.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading  wsu-heading--style-marked wsu-heading--mark-color-vineyard\" id=\"10.5\">10.5 Reporting<\/h3>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"10.5.1\">10.5.1 Treasurer\u2019s Report to Club Membership<\/h4>\n\n\n\n<p class=\"wsu-max-width--hero wsu-spacing-padding-left--medium\">A treasurer\u2019s report with a list of expenses that need to be paid (with itemized receipts to document expenses) and a current bank statement is presented to the membership at every business meeting. These reports are submitted to the secretary of the group to maintain with the group\u2019s records. All expenses must be approved for payment. For the format to follow for treasurer\u2019s reports, see CTH and\/or CTHLG.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"1052-reporting-online-payment-accounts\">10.5.2 Reporting Online Payment Accounts<\/h4>\n\n\n\n<p class=\" wsu-max-width--hero\">It is the responsibility of the Club Leader(s) and the Treasurer to develop a plan for keeping track of purchases, receipts, and any statements from online payment service accounts. This plan should be documented in writing and provided to the local WSU Extension Office.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"10.5.2\">10.5.3 Audit\/Peer Review<\/h4>\n\n\n\n<p class=\"wsu-max-width--hero wsu-spacing-padding-left--medium\">At the end of each year (September 30), each club\/group must form an audit committee to conduct a peer review of the business transactions and fund management procedures used. This audit is to follow the audit guidelines included in the CTH and\/or CTHLG. Following the audit, the audit committee chair submits an Audit Report to the Club Leader\/Project Chair.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"10.5.3\">10.5.4 Annual Reporting<\/h4>\n\n\n\n<p class=\"wsu-max-width--hero wsu-spacing-padding-left--medium\">Each club\/group completes and submits (by December 1 of the current year) an Audit Report, Annual Financial Summary, and Property Inventory List.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"10.5.4\">10.5.5 Annual Financial Summary<\/h4>\n\n\n\n<p class=\"wsu-max-width--hero wsu-spacing-padding-left--medium\">The Annual Financial Summary must include a report of funds, banking information (including a current copy of the signature card(s), or letter\/notification from the bank including the names of signers, for the accounts referenced in the report), and a list of any donors giving $5,000 or more to the group. Any club\/group that does not maintain a treasury or handle money must submit an Annual Financial Summary that states, \u201cWe do not handle funds in our club.\u201d<\/p>\n\n\n\n<h3 class=\"wp-block-heading  wsu-heading--style-marked wsu-heading--mark-color-vineyard\" id=\"10.6\">10.6 WSU Extension Responsibilities<\/h3>\n\n\n\n<ul>\n<li>Assist chartered club\/group in obtaining an EIN.<\/li>\n\n\n\n<li>Add\/update the club\/group to the annual WSU 4-H Youth Development report to the Internal Revenue Service. This renews the authorization of the club\/group to be maintained under the Group Exemption.<\/li>\n\n\n\n<li>Guide 4-H clubs through the dissolution process.<\/li>\n<\/ul>\n\n\n\n<p class=\"wsu-spacing-after--xxsmall\">Upon receipt of club\/group financial reports, the WSU Extension office will:<\/p>\n\n\n\n<ul>\n<li>File a 990-N for each club\/group no later than January 31.<\/li>\n\n\n\n<li>Begin process for dissolving a club that is disbanding.<\/li>\n\n\n\n<li>Initiate annual compliance check through auditing 10% of all accounts within the county or Tribal Program.<\/li>\n<\/ul>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"10.6.1\">10.6.1 Annual Compliance<\/h4>\n\n\n\n<p class=\"wsu-max-width--hero wsu-spacing-padding-left--medium\">Each year, the local WSU Extension office will form a Compliance Committee that will conduct a full audit of 10% of the 4\u2011H clubs\/groups within the county or Tribal Program. Authority for the authorization and oversight of the 4-H Name and Emblem has been delegated by USDA to the National Institute of Food and Agriculture (NIFA), State Cooperative Extension Services, and their designated representatives. State Cooperative Extension Services are established at land-grant universities and are responsible for ensuring that use of the 4-H Name and Emblem supports the educational mission and integrity of the 4-H Youth Development Program.&nbsp;<\/p>\n\n\n\n<p class=\" wsu-max-width--hero\">In the State of Washington, the 4-H Name and Emblem may be used only by individuals, groups, organizations, and entities that have received appropriate authorization through Washington State University Extension 4-H Youth Development or USDA, as applicable. Use of the 4-H Name and Emblem must comply with federal regulations, USDA guidance, and Washington State 4-H policies and procedures, and must further the educational purposes of the 4-H Youth Development Program rather than the private benefit of individuals, organizations, sponsors, or donors.<\/p>\n\n\n\n<h4 class=\"wp-block-heading  wsu-heading--mark-color-vineyard\" id=\"11.1.1\">11.1.1 Use of the 4-H Name and Emblem<\/h4>\n\n\n\n<p class=\"wsu-max-width--hero wsu-spacing-padding-left--medium wsu-spacing-after--xxsmall\">Authorization to use the 4-H Name and Emblem is granted as follows:<\/p>\n\n\n\n<ol>\n<li>Officially chartered 4-H clubs are authorized to use the 4-H Name and Emblem in support of approved 4-H educational activities.<\/li>\n\n\n\n<li>Affiliated 4-H organizations, including councils, camps, foundations, and similar entities, must maintain an approved charter, memorandum of understanding (MOU), memorandum of agreement (MOA), or other written authorization to use the 4-H Name and Emblem<\/li>\n\n\n\n<li>Other 4-H programs, activities, partnerships, or initiatives may be granted limited authorization through a written approval that specifies the scope and conditions of use.<\/li>\n<\/ol>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"11.1.2\">11.1.2 Who Gives Permission<\/h4>\n\n\n\n<p class=\" wsu-max-width--hero\">Washington State University Extension reserves the authority to approve, deny, limit, or revoke authorization for use of the 4-H Name and Emblem when such use is inconsistent with federal regulations, USDA guidance, or Washington State 4-H policy.<\/p>\n\n\n\n<p class=\" wsu-max-width--hero\">Use of the 4\u2011H name and emblem within a county or Tribal Program is subject to approval by the local WSU Extension office. Use on a multi-county or state basis must be approved by the State 4\u2011H Program Leader.<\/p>\n\n\n\n<h3 class=\"wp-block-heading  wsu-heading--style-marked wsu-heading--mark-color-vineyard\" id=\"11.2\">11.2 State and National Memorandum of Understandings<\/h3>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"11.2.1\">11.2.1 4-H\/FFA<\/h4>\n\n\n\n<p class=\"wsu-max-width--hero wsu-spacing-padding-left--medium\">There is a memorandum of understanding between the WSU 4\u2011H Youth Development Program and the Washington FFA program. Copies of the current memorandum of understanding are on file in all local WSU Extension offices,&nbsp;<a href=\"https:\/\/extension.wsu.edu\/4h\/4-h-ffa-mou\/\">on the State 4-H Website<\/a>, and with each Vocational Agriculture instructor and FFA adviser in Washington. The document outlines the agreements in effect between 4\u2011H and FFA pertaining to project or enterprise selection, judging team participation, exhibiting animals or other products at shows and fairs, and other cooperative efforts. The 4\u2011H\/FFA Memorandum of Understanding is an official policy statement of the WSU 4\u2011H Youth Development Program.<\/p>\n\n\n\n<h3 class=\"wp-block-heading  wsu-heading--style-marked wsu-heading--mark-color-vineyard\" id=\"11.3\">11.3 4-H Relationships with Other Youth Agencies<\/h3>\n\n\n\n<p class=\" wsu-max-width--hero\">The WSU 4\u2011H Youth Development Program may enter into cooperative programs with schools and other youth agencies where goals and objectives are compatible, and where non-discrimination requirements are met. 4\u2011H curricula used for such programming is usually purchased by the school or youth agency in accordance with current publication policy.<\/p>\n\n\n\n<p class=\" wsu-max-width--hero\">If a program is conducted jointly, the regulation governing the program should be mutually agreed upon and the development of a partnership agreement may be required.<\/p>\n\n\n\n<p class=\" wsu-max-width--hero\">Classroom projects that are not part of a 4\u2011H enrichment program are not eligible for exhibition as 4\u2011H project work.<\/p>\n\n\n\n<h3 class=\"wp-block-heading  wsu-heading--style-marked wsu-heading--mark-color-vineyard\" id=\"11.4\">11.4 Relationships with Businesses<\/h3>\n\n\n\n<p class=\" wsu-max-width--hero\">Businesses are welcome partners in the WSU 4\u2011H Youth Development Program, whether by providing a service for a fee or volunteering services. Businesses and Certified 4\u2011H Volunteers need to consider the fiscal accessibility for youth at all economic levels when they partner with 4\u2011H to provide educational opportunities.<\/p>\n\n\n\n<p class=\"wsu-max-width--hero wsu-spacing-after--xxsmall\">A clear distinction needs to be made when businesses or individuals partner with 4\u2011H groups\/units\/events as to whether the business or individual is functioning on a voluntary basis or as a paid expert. This distinction is based upon the differences between volunteer services and service for a fee. If a businessperson is offering to share expertise with youth and adults in a special, optional learning situation for a fee, including a reduced fee, then this person is acting as an independent contractor, not as a Certified 4\u2011H Volunteer. Business partners must provide full disclosure of all fees prior to providing a service to Enrolled 4\u2011H Youth Members in a 4\u2011H setting. Occasionally a Certified 4\u2011H Volunteer may move into an \u201cindependent contractor\u201d role for a fee-based service. Preventing one-on-one interactions (physical and\/or virtual) between members is a cornerstone of our youth protection strategy. WSU Extension faculty or staff and Certified 4-H Volunteers will refrain from interacting (physically or virtually) alone with a single youth. A minimum of two adults must be present for all adult and youth interactions. WSU Extension faculty or staff and Certified 4-H Volunteers will not, under any circumstances, discipline youth by the use of physical punishment or by failure to provide the basic necessities of care, such as food, water, or shelter. WSU Extension faculty or staff and Certified 4-H Volunteers may not engage in a romantic relationship with any Enrolled 4\u2011H Youth Member.<\/p>\n\n\n\n<h3 class=\"wp-block-heading  wsu-heading--style-marked wsu-heading--mark-color-vineyard\" id=\"12.2\">12.2 Youth Protection Policy &#8211; Responsibility to Report<\/h3>\n\n\n\n<p class=\" wsu-max-width--hero\">WSU Extension believes in the right of every child to a safe and supportive environment. Actions against children that lead or contribute to abuse or neglect are contrary to the values of 4\u2011H. Such actions are inappropriate in any setting, especially where youth are concerned. All WSU Extension staff, faculty, and Certified 4-H Volunteers are mandated reporters under Washington law and are required to immediately report suspected child abuse or neglect in accordance with state law and university policy. All reasonable effort is made to comply with State of Washington statutes and Washington State University guidelines in this area. See&nbsp;<a href=\"https:\/\/www.dshs.wa.gov\/report-abuse-and-neglect\">this website<\/a>&nbsp;for Washington definitions of child abuse and neglect.<\/p>\n\n\n\n<p class=\" wsu-max-width--hero\">Any youth who participates in WSU 4-H educational programs is entitled to a safe environment. In addition, employees working with WSU 4-H are entitled to information related to the laws pertaining to child abuse and neglect. All WSU 4-H employees and volunteers working with minors will receive training in order to take steps to ensure that neither they nor children are in situations which place them at risk of child abuse and neglect.<\/p>\n\n\n\n<p class=\" wsu-max-width--hero\">\u201cMandated reporters\u201d are persons or groups of persons who have frequent contact with children and families and are required by Washington law to report suspected cases of child abuse and neglect to Child Protective Services (CPS) or to the appropriate law enforcement agency (RCW 26.44.030). It is the intent of the law that these designated persons, who are in positions to identify children who are at risk from abuse and neglect, will report suspected child abuse and neglect so that the need for protective services can be assessed.<\/p>\n\n\n\n<p class=\" wsu-max-width--hero\">Any person who in good faith makes a report or gives testimony in regard to possible child abuse or neglect is immune from civil or criminal liability (RCW 26.44.060).<\/p>\n\n\n\n<p class=\" wsu-max-width--hero\">To review the legal statutes regarding Washington child abuse and neglect, visit the&nbsp;<a href=\"https:\/\/app.leg.wa.gov\/RCW\/default.aspx?cite=26.44\">Revised Code of Washington.<\/a><\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"12.2.1\">12.2.1 Reporting Suspected or Observed Abuse or Neglect<\/h4>\n\n\n\n<p class=\"wsu-spacing-padding-left--medium wsu-spacing-after--xxsmall\">Certified 4-H Volunteers reporting suspected or observed abuse:<\/p>\n\n\n\n<ul>\n<li>Are required to report the abuse or neglect within 48 hours utilizing the resources as outlined in <a href=\"https:\/\/crmo.wsu.edu\/uppm50-32\/\">UPPM 50.32<\/a>.<\/li>\n\n\n\n<li>WSU Extension requires the volunteer who filed the report to inform the local WSU Extension office that a report has been made within 48 hours of making a report with authorities. The volunteer must indicate whether the report involved a youth member or volunteer.<\/li>\n<\/ul>\n\n\n\n<p class=\"wsu-spacing-padding-left--medium wsu-spacing-after--xxsmall\">WSU faculty and staff reporting suspected or observed abuse:<\/p>\n\n\n\n<ul>\n<li>Are required to report the abuse or neglect within 48 hours utilizing the resources below.<\/li>\n\n\n\n<li>WSU Extension requires the faculty or staff who filed the report to inform the WSU Extension 4\u2011H Program Leader that a report has been made, within 24 hours of making a report with authorities.<\/li>\n<\/ul>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"12.2.2\">12.2.2 Reporting<strong> <\/strong>Resources<\/h4>\n\n\n\n<p class=\"wsu-spacing-padding-left--medium wsu-spacing-after--xxsmall\">Washington State Department of Children, Youth, and Families (DCYF) offers <a href=\"https:\/\/www.dcyf.wa.gov\/safety\/report-abuse\">several ways to report abuse<\/a>, including:<\/p>\n\n\n\n<ul>\n<li>Calling 911 for emergencies;<\/li>\n\n\n\n<li>Contacting the&nbsp;<a href=\"https:\/\/www.dcyf.wa.gov\/safety\/report-abuse\">regional office for the DCYF<\/a>; telephone 1-800-557-9671; or<\/li>\n\n\n\n<li>Calling the DCYF 24\/7 hotline; telephone 1-866-363-4276 (1-866-ENDHARM).<\/li>\n<\/ul>\n\n\n\n<p class=\"wsu-spacing-padding-left--medium wsu-spacing-after--xxsmall\">Information that will be asked for when you call:<\/p>\n\n\n\n<ul class=\" wsu-list--columns-2\">\n<li>The name, address, and age of the child;<\/li>\n\n\n\n<li>The name and address of the child\u2019s parent, guardian, or other persons having custody of the child;<\/li>\n\n\n\n<li>The nature and extent of the abuse or neglect;<\/li>\n\n\n\n<li>Any evidence of previous incidences; and<\/li>\n\n\n\n<li>Any other information which may be helpful in establishing the cause of the child\u2019s abuse or neglect and the identity of the perpetrator.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading  wsu-heading--style-marked wsu-heading--mark-color-vineyard\" id=\"12.3\">12.3 When Traveling with Youth<\/h3>\n\n\n\n<p class=\"wsu-spacing-after--xxsmall\">When traveling with youth, WSU Extension faculty, staff, and Certified 4-H Volunteers are required to:<\/p>\n\n\n\n<ul class=\" wsu-list--columns-1\">\n<li>Ensure two adults are present with youth at all times on trips, transportation, etc.; and<\/li>\n\n\n\n<li>Obtain permission from parents for youth to travel with the adults.<\/li>\n<\/ul>\n\n\n\n<p class=\"wsu-spacing-after--xxsmall\">It is recommended that WSU Extension faculty, staff, and Certified 4-H Volunteers:<\/p>\n\n\n\n<ul>\n<li>Travel with at least two or more youth.<\/li>\n<\/ul>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"12.3.1\">12.3.1 Overnight Trips<\/h4>\n\n\n\n<p class=\"wsu-spacing-padding-left--medium wsu-max-width--hero wsu-spacing-after--xxsmall\">It is recognized that there are special concerns regarding overnight trips and the following are to be followed:<\/p>\n\n\n\n<ul class=\" wsu-list--columns-1\">\n<li>Youth are to sleep in gender quarters they identify with; genders sleep in separate quarters.<\/li>\n\n\n\n<li>Youth are chaperoned by same-gender chaperones who are Certified 4-H Volunteers.<\/li>\n\n\n\n<li>Youth and adults are not to stay in the same sleeping quarters unless it is a cabin with multiple youth or large capacity arrangement such as a gymnasium or large room setting.&nbsp; Each specific arrangement should be reviewed by the WSU 4-H staff or faculty prior to the event. The State 4-H Office staff must be notified of any arrangement where adults will be sharing sleeping quarters with youth. Large capacity sleeping arrangements must still meet the requirement that two adults be present for all adult and youth interactions.<\/li>\n\n\n\n<li>Certified 4-H Volunteers or WSU 4-H staff or faculty serving as Chaperones conduct regular room\/bed checks.<\/li>\n<\/ul>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"12.3.2\">12.3.2 Volunteer Chaperone Requirements<\/h4>\n\n\n\n<p class=\"wsu-max-width--hero wsu-spacing-padding-left--medium wsu-spacing-after--xxsmall\">Adults acting in a chaperone capacity are required to be Certified 4-H Volunteers prior to chaperoning a trip or event. Failure to fulfill these requirements will disqualify any volunteer from service. In addition, Certified 4-H Volunteers serving as chaperones for overnight events must:<\/p>\n\n\n\n<ul class=\" wsu-list--columns-2\">\n<li>Be 21 years of age for state events. For regional or national events, chaperones must be at least 25 years of age.<\/li>\n\n\n\n<li>Be willing to work with people from different backgrounds and abilities.<\/li>\n\n\n\n<li>Have appropriate knowledge and skills related to project areas, 4\u2011H events, and activities.<\/li>\n\n\n\n<li>Demonstrate dependable and reliable traits that will ensure WSU Extension 4\u2011H faculty or staff that the volunteer is the right person for the assignment.<\/li>\n<\/ul>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"12.3.3\">12.3.3 Adult and Youth Ratio<\/h4>\n\n\n\n<p class=\"wsu-max-width--hero wsu-spacing-padding-left--medium\">When traveling with youth, the minimum recommended adult-to-youth ratio is as follows:<\/p>\n\n\n\n<table id=\"tablepress-89\" class=\"tablepress tablepress-id-89\">\n<thead>\n<tr class=\"row-1 odd\">\n\t<th class=\"column-1\">Actual Age of Youth (in years)<\/th><th class=\"column-2\">Overnight Events or Travelling<\/th><th class=\"column-3\">Day Programs, Non-Travel<\/th>\n<\/tr>\n<\/thead>\n<tbody class=\"row-hover\">\n<tr class=\"row-2 even\">\n\t<td class=\"column-1\">5<\/td><td class=\"column-2\">1 for every 5 minors<\/td><td class=\"column-3\">1 for every 6 minors<\/td>\n<\/tr>\n<tr class=\"row-3 odd\">\n\t<td class=\"column-1\">6-8<\/td><td class=\"column-2\">1 for every 6 minors<\/td><td class=\"column-3\">1 for every 8 minors<\/td>\n<\/tr>\n<tr class=\"row-4 even\">\n\t<td class=\"column-1\">9-14<\/td><td class=\"column-2\">1 for every 8 minors,<\/td><td class=\"column-3\">1 for every 10 minors<\/td>\n<\/tr>\n<tr class=\"row-5 odd\">\n\t<td class=\"column-1\">15-18<\/td><td class=\"column-2\">1 for every 10 minors<\/td><td class=\"column-3\">1 for every 12 minors<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<!-- #tablepress-89 from cache -->\n\n\n\n<p>These ratios must still meet the requirement that a minimum of two adults be present for all adult and youth interactions. Groups should be accompanied by adults with specifically defined responsibilities and expectations. Regardless of the size of the delegation, efforts should be encouraged for additional chaperones to be recruited from screened, Certified 4-H Volunteers. Adult chaperones should reflect the same gender ratio as the youth delegation.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"12.3.4\">12.3.4 Understanding Trip and\/or Event Policy<\/h4>\n\n\n\n<p class=\"wsu-max-width--hero wsu-spacing-padding-left--medium\">All organizations work under a set of policies and guidelines. Prior to any activity or event, all chaperones, WSU Extension faculty or staff, and Certified 4-H Volunteers should understand these policies and guidelines. Whether a code of conduct, the WSU 4\u2011H Policy, an events special rules\/policy, or an informal list of rules, it is imperative to understand what is expected of the youth as well as the adults in attendance. In addition to general discipline procedures, a clear understanding of reporting incidents should be discussed prior to the event. This may include completing any reports and notifying any paid staff as well as other parties of an incident.<\/p>\n\n\n\n<h3 class=\"wp-block-heading  wsu-heading--style-marked wsu-heading--mark-color-vineyard\" id=\"12.4\">12.4 Privacy Policy<\/h3>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"12.4.1\">12.4.1 Web Postings<\/h4>\n\n\n\n<p class=\"wsu-max-width--hero wsu-spacing-padding-left--medium\">The WSU 4\u2011H Youth Development Program is sensitive of the need to protect the privacy of youth under the age of 18. As a result, the WSU 4-H Youth Development Program will not knowingly disclose personally identifiable information for anyone under age 18 without written parental consent. The WSU 4-H Youth Development Program will not require anyone under the age of 18 to disclose more information than is reasonably necessary to participate in the activity as a condition of participation. The WSU 4\u2011H Youth Development Program will not post identifiable information of Enrolled 4\u2011H Youth Members or Youth Participants on a website as per the&nbsp;<a href=\"https:\/\/www.ftc.gov\/legal-library\/browse\/rules\/childrens-online-privacy-protection-rule-coppa\">Children\u2019s Online Privacy Protection Act<\/a>&nbsp;of 1998, which provides protection for children under the age of 13. Only limited identifying information will be posted. For example: first name or last name, but not address, phone number, or social security number; month and day of birthday, but not year of birthday.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"12.4.2\">12.4.2 Confidentiality<\/h4>\n\n\n\n<p class=\"wsu-spacing-padding-left--medium wsu-max-width--hero\">The WSU 4\u2011H Youth Development Program protects the confidentiality of the names and personal information of Enrolled 4\u2011H Youth Members and Certified 4-H Volunteers to the extent the law allows. No commercial or unauthorized use is made of names, addresses, and other confidential information of its members.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"12.4.3\">12.4.3 Social Security Identification<\/h4>\n\n\n\n<p class=\"wsu-max-width--hero wsu-spacing-padding-left--medium\">At no time will a WSU Employee or Certified 4\u2011H Volunteer, Enrolled 4\u2011H Youth Member, family, or other adult working with a collaborating agency, store a social security number in any format.<\/p>\n\n\n\n<h3 class=\"wp-block-heading  wsu-heading--style-marked wsu-heading--mark-color-vineyard\" id=\"12.5\">12.5 Internet and Social Media<\/h3>\n\n\n\n<p class=\" wsu-max-width--hero\">A 4\u2011H county or Tribal Program, club, unit, or project presence on a social media site must be used for educational, informational, and\/or communication purposes to further support the 4\u2011H mission. All 4\u2011H entities who wish to have a presence on the internet and\/or social media must adhere to the WSU 4\u2011H Internet and Social Media policies as set forth below.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"12.5.1\">12.5.1 Site Administrators<\/h4>\n\n\n\n<p class=\"wsu-max-width--hero wsu-spacing-padding-left--medium\">4\u2011H websites must be administered by a Certified 4\u2011H Volunteer or by a teen leader supervised by a Certified 4-H Volunteer.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"12.5.2\">12.5.2 Photos or Videos<\/h4>\n\n\n\n<p class=\"wsu-spacing-padding-left--medium wsu-max-width--hero\">Under no circumstances shall a photo or video be posted on a 4\u2011H website or social media page without a signed media release. Contact information for Enrolled 4\u2011H Youth Members must not be visible to individuals outside of their 4\u2011H club.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"12.5.3\">12.5.3 Online\/Virtual Interactions with Youth<\/h4>\n\n\n\n<p class=\"wsu-max-width--hero wsu-spacing-padding-left--medium\">A minimum of two adults must be present for all adult and youth interactions. These types of interactions include (but are not limited to) social media posts and messaging, e-mail, text messages, video conferencing, and phone calls.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"12.5.4\">12.5.4 Discrimination or Harassment<\/h4>\n\n\n\n<p class=\"wsu-max-width--hero wsu-spacing-padding-left--medium\">All prohibited behaviors indicated in&nbsp;<a href=\"https:\/\/extension.wsu.edu\/4h\/4-h-program-policies\/4-h-policies-and-procedures\/#12.7\">section 12.7<\/a> are also prohibited during online\/virtual interactions. For information on reporting discriminatory behaviors, see&nbsp;<a href=\"#12.7.8\">section 12.7.8<\/a>.<\/p>\n\n\n\n<h3 class=\"wp-block-heading  wsu-heading--style-marked wsu-heading--mark-color-vineyard\" id=\"12.6\">12.6 Alcohol and Drug Policy<\/h3>\n\n\n\n<p class=\" wsu-max-width--hero\">The WSU 4\u2011H Policy prohibits the possession, use, or distribution of illicit drugs, controlled substances, marijuana, marijuana products, tobacco products, electronic cigarettes or vapor products, or alcohol at any 4\u2011H related event involving youth. The WSU 4\u2011H Policy strictly enforces state of Washington laws regarding alcohol and does not tolerate the illegal use, possession, or sale of intoxicating beverages, minors in possession, furnishing alcohol to minors, possession of open containers, driving under the influence, or exhibiting unruly or intoxicated behavior. In addition, the WSU 4\u2011H Youth Development Program does not permit any form of advertising of tobacco, electronic cigarettes or vapor products, marijuana, or spirit or beer products, including clothing, at any 4\u2011H-related event involving youth.<\/p>\n\n\n\n<p>For more information refer to the&nbsp;<a href=\"https:\/\/policies.wsu.edu\/prf\/index\/manuals\/business-policies-and-procedures-manual\/bppm-10-19\/\">WSU University Policies and Procedures Manual, section 10.19.<\/a><\/p>\n\n\n\n<h3 class=\"wp-block-heading  wsu-heading--style-marked wsu-heading--mark-color-vineyard\" id=\"12.7\">12.7 Policy Prohibiting Discrimination and Harassment<\/h3>\n\n\n\n<p class=\" wsu-max-width--hero\">The WSU 4\u2011H Youth Development Program is committed to maintaining an environment free of all forms of discrimination, and prohibits discrimination as outlined in Washington State University\u2019s University Policies and Procedures 10.60 and any amendments to UPPM 10.60 will apply to this section.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"12.7.1\">12.7.1 Child Abuse and Neglect<\/h4>\n\n\n\n<p class=\"wsu-max-width--hero wsu-spacing-padding-left--medium\">All WSU Extension 4\u2011H employees and Certified 4-H Volunteers are required to report suspected child abuse or neglect to law enforcement within 48 hours and should also report these incidents to their supervisor (RCW 28B.10.846). (See&nbsp;<a href=\"https:\/\/extension.wsu.edu\/4h\/4-h-program-policies\/4-h-policies-and-procedures\/#12.2.1\">section 12.2.1<\/a>&nbsp;for additional details.)<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"12.7.2\">12.7.2 Protected Classes<\/h4>\n\n\n\n<p class=\"wsu-max-width--hero wsu-spacing-padding-left--medium\">The WSU 4-H Youth Development Program does not discriminate or permit discrimination by any member of its community against any individual on the basis of sex, race, color, national or ethnic origin, physical disability, mental disability, sensory disability, use of a trained service animal, age, religion, creed, genetic information, marital status, sexual orientation, gender identity, protected veteran status, honorably discharged veteran, member of the military, or immigration or citizenship status except as authorized by federal or state law, regulation, or government contract.&nbsp;&nbsp;<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"12.7.3\">12.7.3 Discriminatory Harassment<\/h4>\n\n\n\n<p>The WSU 4\u2011H Youth Development program prohibits discriminatory harassment as defined in <a href=\"https:\/\/ccr.wsu.edu\/policies-procedures\/executive-policy15\/\">UPPM 10.60<\/a>.<\/p>\n\n\n\n<p>Discriminatory harassment, sexual harassment, sexual assault, and gender based harassment are prohibited as defined in <a href=\"https:\/\/ccr.wsu.edu\/policies-procedures\/executive-policy15\/\">UPPM 10.60<\/a>.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"12.7.4\">12.7.4 Title IX Sexual Harassment<\/h4>\n\n\n\n<p class=\"wsu-max-width--hero wsu-spacing-padding-left--medium\">The WSU 4\u2011H Youth Development program prohibits sexual harassment as defined in <a href=\"https:\/\/ccr.wsu.edu\/policies-procedures\/executive-policy15\/\">UPPM 10.60<\/a>.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"12.7.5\">12.7.5 Sexual Assault<\/h4>\n\n\n\n<p class=\"wsu-max-width--hero wsu-spacing-padding-left--medium\">The WSU 4\u2011H Youth Development program prohibits sexual assault as defined in <a href=\"https:\/\/ccr.wsu.edu\/policies-procedures\/executive-policy15\/\">UPPM 10.60<\/a>.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"12.7.6\">12.7.6 Gender-Based Harassment<\/h4>\n\n\n\n<p class=\"wsu-max-width--hero wsu-spacing-padding-left--medium\">The WSU 4-H Youth Development Program prohibits the specific misconduct based on sex, sexual orientation, or gender identity as defined in <a href=\"https:\/\/ccr.wsu.edu\/policies-procedures\/executive-policy15\/\">UPPM 10.60<\/a>.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"12.7.7\">12.7.7 Examples of Prohibited Discriminatory Behaviors<\/h4>\n\n\n\n<p class=\"wsu-max-width--hero wsu-spacing-padding-left--medium wsu-spacing-after--xxsmall\">The WSU 4-H Youth Development Program prohibits the specific misconduct based on sex, sexual orientation, or gender identity as defined in <a href=\"https:\/\/ccr.wsu.edu\/policies-procedures\/executive-policy15\/\">UPPM 10.60<\/a>.<\/p>\n\n\n\n<ul class=\" wsu-list--columns-2\">\n<li>Comments of a sexual nature;<\/li>\n\n\n\n<li>Sexually explicit statements, questions, jokes, or anecdotes;<\/li>\n\n\n\n<li>Unnecessary or undesirable physical contact;<\/li>\n\n\n\n<li>Unwanted, offensive, and\/or uninvited comments about another\u2019s physical appearance;<\/li>\n\n\n\n<li>Display of pictures with sexual content;<\/li>\n\n\n\n<li>Persistent, unwanted attempts to change a professional relationship to an amorous relationship;<\/li>\n\n\n\n<li>Subtle propositions for sexual activity or direct propositions of a sexual nature;<\/li>\n\n\n\n<li>Uninvited letters, emails, telephone calls, or other correspondence referring to or depicting sexual activities; and\/or<\/li>\n\n\n\n<li>Any of the above carried out via the Internet or social media (\u201ccyber harassment\u201d).<\/li>\n<\/ul>\n\n\n\n<p class=\"wsu-max-width--hero wsu-spacing-padding-left--medium wsu-spacing-after--xxsmall\">Other offenses that may constitute sexual harassment when based on sex and\/or gender include, but are not limited to:<\/p>\n\n\n\n<ul class=\" wsu-list--columns-2\">\n<li>Threatening or causing physical harm, extreme verbal abuse, or other conduct that threatens or endangers the health or safety of any person.<\/li>\n\n\n\n<li>Intimidation, which is defined as implied threats or acts that cause a reasonable fear of harm in another.<\/li>\n\n\n\n<li>Hazing, as defined in WAC 504-26-206.<\/li>\n\n\n\n<li>Bullying or workplace violence, as defined in <a href=\"https:\/\/policies.wsu.edu\/prf\/index\/manuals\/business-policies-and-procedures-manual\/bppm-50-30\/\">UPPM 50.30<\/a>.<\/li>\n\n\n\n<li>Intimate partner violence, which includes violence or abusive behavior within an intimate partner relationship. Intimate partner violence may also be referred to as domestic violence or dating violence. It can be physical, sexual, emotional, verbal, economic, or psychological in nature and can include actions or threats of actions that influence or harm an intimate partner.<\/li>\n\n\n\n<li>Stalking, as defined in <a href=\"https:\/\/ccr.wsu.edu\/policies-procedures\/executive-policy15\/\">UPPM 10.60<\/a>.<\/li>\n<\/ul>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"12.7.8\">12.7.8 Filing a Complaint and Reporting Responsibilities<\/h4>\n\n\n\n<p class=\"wsu-max-width--hero wsu-spacing-padding-left--medium\">Anyone in the WSU 4\u2011H Youth Development Program who has experienced, witnessed, or becomes aware of prohibited discrimination or sexual harassment is encouraged to report promptly to the Compliance and Civil Rights office (CCR) and WSU Extension Director. WSU faculty and staff and Certified 4-H Volunteers must report.<\/p>\n\n\n\n<p class=\"wsu-max-width--hero wsu-spacing-padding-left--medium\">Individuals who file a complaint can expect to receive information regarding resources available, the investigation process, the name of a contact person for questions, and supportive measures that may be available with or without a formal complaint. After an incident is reported, a prompt, effective, and impartial investigation will commence and appropriate steps to stop the discriminatory behavior, prevent its recurrence, and remedy its effects will be undertaken.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"12.7.9\">12.7.9 Reporting Criminal Behavior to Police<\/h4>\n\n\n\n<p class=\"wsu-max-width--hero wsu-spacing-padding-left--medium\">Anyone who has experienced sexual misconduct, sexual assault, stalking, domestic violence, or another crime may choose to report the incident to the police. The WSU 4\u2011H Youth Development Program process is separate from the criminal process and can be pursued simultaneously.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"12.7.10\">12.7.10 Retaliation and Interference Prohibited<\/h4>\n\n\n\n<p class=\"wsu-max-width--hero wsu-spacing-padding-left--medium\">Retaliation and interference are defined in <a href=\"https:\/\/ccr.wsu.edu\/policies-procedures\/executive-policy15\/\">UPPM 10.60<\/a> and are prohibited. Immediately report retaliatory acts and\/or interference to CCR and the next person in the chain of command: Certified 4-H Volunteer, Local WSU Extension 4\u2011H Faculty or staff, WSU Extension County or Regional Director, WSU Extension 4\u2011H Program Leader, WSU Extension Administration.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"12.7.11\">12.7.11 Investigation Procedures<\/h4>\n\n\n\n<p class=\"wsu-max-width--hero wsu-spacing-margin-left--medium\">CCR conducts prompt, fair, effective, and impartial investigations of incidents of alleged discrimination, sexual harassment, and sexual misconduct on behalf of the WSU 4-H Youth Development Program.
