2017-18 Enrollment Changes and Forms

Kitsap County has spent 100 years providing local youth with opportunities to develop critical life skills, discover their personal potential in areas that spark their interest, expand their career options and contribute to our community as responsible individuals with confidence and character. This has only been possible due to the support of committed volunteers who make our program possible.

The Washington State 4-H Program has recently announced that members will be charged a $25.00 state fee, per child, beginning October 1, 2017 due to the declining funding for Extension. This fee is only for youth members, not volunteers. This fee will cover safety and risk management procedures, including national background checks, and volunteer and staff support. Additional information from WSU regarding the fee is available in attachments to this letter.

Kitsap County 4-H will continue to charge $20 per youth, with a 3 child youth family cap ($60 per family maximum). Kitsap County 4-H will be taking a portion of the county fees to scholarship youth who need financial assistance with state and county fees.

Kitsap County 4-H will provide scholarships to cover these fees, so that no child will be denied access to our program.

If the fee is not a financial burden, families will be able to pay the state and county fees online when they re-enroll in 4hOnline for the new 4-H year. If the fee is a financial burden please complete the attached scholarship request form and return it to the office after completing the enrollment process on 4hOnline, and select the “pay by check” option. If you are a family with 3 or more children you will also need to pay by check in order to apply the Kitsap “family cap” fee.

We are actively seeking donations from local community members and business to help youth and families scholarship these fees. We hope to continue to grow our fee sponsorship fund to ensure that all youth will have access to 4-H Programs.

If you have questions regarding the fees or know of a local community members or business that would like to donate tax-deductible sponsorships, please contact me at 360-337-7157 x6270 or

4-H is built upon volunteers who make youth development a priority. Thank you to all of the volunteers and parents who have provided and continue to provide learning experiences to improve the lives of youth in Kitsap County.
