Kittitas County 4-H Shooting Sports Policy
Objectives
The goal of all 4-H Youth Development programs is youth development. All project areas work toward developing skills youth need to be productive and positive adults in society. Decision making, teamwork, problem solving, being responsible and having high self-esteem are just a few of the many skills 4-H helps to develop.
The specific goals and objectives of the 4-H Shooting Sports Program include, but are not limited to the following:
- To teach safe and responsible use of firearms and archery equipment including sound decision-making, self-discipline, and concentration.
- To enhance the physical, cognitive, social, and emotional development of youth through safe, educational, and socially acceptable involvement in a shooting related activity.
- To promote the highest standards of safety, sportsmanship, and ethical behavior.
- To encourage understanding of our natural resources and the development of a personal environmental stewardship ethic by young people through participation in shooting sports.
- To strengthen families through life-long recreational activities.
- To expose participants to the broad array of vocational and lifelong vocational activities related to the shooting sports.
- To provide hands-on learning experience
- The Kittitas County Shooting Sports project is open to 4-H members that are 8 years old as of October 1 of the current 4-H year through those that are no more than 19 years old. Archery or Air Rifle can be appropriate for those members that are 8 years old with one-on-one direct adult supervision at the discretion and authorization of a Certified Shooting Sports Instructor. Those members will not be allowed to compete in County, District, or State Tournaments if they are not 9 years old by the County Tournament.
- Members must enroll prior to December 1 of the current 4-H year so that adequate instruction is achieved before the Kittitas County 4-H Shooting Sports Qualifier date. Members planning to attend the Kittitas County Fair must enroll no later than February 1 of the current 4-H year.
- Parents/guardians are required to always accompany their child to help assist with safety and supervision.•
- No distracting electronic devices will be allowed on the range or in the area. This applies to members and parents/guardians/responsible party.
- Members may use the Kittitas County Shooting Sports equipment under the supervision of a Certified 4-H Shooting Sports Instructor. Members may also bring their own equipment to use; however, it must be inspected by the instructor prior to using the equipment.
- Safety equipment must be worn at all times while using Archery equipment. This equipment consists of an armguard and either a finger tab or a shooting glove. Releases must be used on Compound Bows instead of a finger tab or shooting glove.
- All Bows are to be strung with a bow stringer.
Air Rifle
- Members may use the Kittitas County Shooting Sports equipment under the supervision of a Certified 4-H Shooting Sports Instructor. Members may also bring their own equipment to use; however, it must be inspected by the instructor prior to using the equipment.
- Safety equipment must be worn at all times while using an Air Rifle. This equipment consists of eye protection that is ANZI approved. Prescription glasses meeting those requirements may be used; otherwise, eyeglasses must be covered with approved safety equipment also.
.22 Smallbore Rifle
- Members may use the Kittitas County Shooting Sports equipment under the supervision of a Certified 4-H Shooting Sports Instructor. Members may also bring their own equipment to use; however, it must be inspected by the Instructor prior to using the equipment.
- Safety equipment must be worn at all times while using a .22 Smallbore Rifle. This equipment consists of eye protection that is ANZI approved. Prescription glasses meeting those requirements may be used; otherwise, eyeglasses must be covered with approved safety equipment also. In addition, hearing protection must be worn while using .22 Smallbore Rifle equipment.
Air Pistol
- Air Pistol is open to Intermediate and Senior 4-H Members. One year of long rifle (Air Rifle, Shotgun, or .22 Smallbore Rifle) will be req uired before enrolling in Air Pistol. These requirements may be waved at the discretion and approval of a Certified 4-H Shooting Sports Pistol Instructor.
- Members may use the Kittitas County Shooting Sports equipment under the supervision of a Certified 4-H Shooting Sports Instructor. Members may also bring their own equipment to use; however, it must be inspected by the instructor prior to using the equipment.
- Safety equipment must be worn at all times while using an Air Pistol. This equipment consists of eye protection that is ANZI approved. Prescription glasses meeting those requirements may be used; otherwise, eyeglasses must be covered with approved safety equipment also.
.22 Pistol
- There will be a ratio of one Certified 4-H Shooting Sports Instructor to five 4-H members.
- .22 Pistol is open to Senior 4-H Members.
- One year of long rifle (Air Rifle, Shotgun, or .22 Smallbore Rifle) and one year of Air Pistol will be required before enrolling in .22 Pistol. These requirements can be waved at the discretion and approval of a Certified 4-H Shooting Sports Pistol Instructor.
- Members may use the Kittitas County Shooting Sports equipment under the supervision of a Certified 4-H Shooting Sports Instructor. Members may also bring their own equipment to use; however, it must be inspected by the Instructor prior to using the equipment.
- Safety equipment must be worn at all times while using a .22 Pistol. Eye protection must be ANZI approved. Prescription glasses meeting those requirements may be used; otherwise, eyeglasses must be covered with approved safety equipment . . In addition, hearing protection must be worn while using a .22 Pistol.
- Shotgun is open to all 4-H members aged 9 and above. Members that are age 9 need to complete one year of long rifle prior to enrolling in Shotgun. This is a size, weight, and safety issue.
- Members may use the Kittitas County Shooting Sports equipment under the supervision of a Certified 4-H Shooting Sports Instructor. Members may also bring their own equipment to use; however, it must be inspected by the Instructor prior to using the equipment.
- Safety equipment must be worn at all times while using a Shotgun. This equipment consists of eye protection that is ANZI approved. Prescription glasses meeting those requirements may be used; otherwise, eyeglasses must be covered with approved safety equipment. In addition, hearing protection must be worn while using a Shotgun. A Shotgun Pouch or Shotgun Vest must also be used to avoid problems that arise with shotgun shells in pockets.
- Muzzle Loader is open to all 4-H members aged 9 and above. Members that are age 9 need to complete one year of long rifle prior to enrolling in Muzzle Loader. This is a size, weight, and safety issue.
- Members may use the Kittitas County Shooting Sports equipment under the supervision of a Certified 4-H Shooting Sports Instructor. Members may also bring their own equipment to use; however, it must be inspected by the Instructor prior to using the equipment.
- Safety equipment must be worn at all times while using a Muzzle Loader. This equipment consists of eye protection that is ANZI approved. Prescription glasses meeting those requirements may be used; otherwise, eyeglasses must be covered with approved safety equipment. In addition, hearing protection must be worn while using a Muzzle Loader.
In order to receive an End of Year Completion Pin each member must:
- Complete a Record Book and turn it in for review.
- Give a Public Presentation or Demonstration at the Club level.
- Participate in Community Service Activities
- Miss no more than three Club Business Meetings
- Attend a minimum of 50% of scheduled practices within their discipline. There are two practices per month; it is recommended that a member attend once a month for continued skill improvement.
In order to participate in the Kittitas County Fair a member must:
- Be enrolled in the discipline(s) in which they wish to participate.
- Turn in an up to date Record Book for review by Club Leaders before the Kittitas County Qualifier and the mid-July date set by 4-H Council.
- Give a Demonstration/Public Presentation at the Club Level by that same date.
- Attend a minimum of 50% of the scheduled practices through June. . There are two practices per month; it is recommended that a member attend once a month for continued skill improvement.
- Miss no more than three business meetings (through June).
In order to participate in the Washington State Shooting Sports Championships (sometimes referred to as State) a member must:
- Be enrolled in the discipline in which they wish to participate.
- Turn in an up-to-date Record Book for review by Club Leaders before the Kittitas County Qualifier.
- Attend the Kittitas County 4-H Shooting Sports Qualifier in the discipline in which they wish to participate and qualify (if required).
- Attend the SE District 4-H Shooting Sports Invitational (if one is held) in the discipline in which they qualified at County and qualify (if required).
- Have been under a Certified Leader’s instruction for a minimum of eight hours prior to the event during the 4-H year.
- Have approval from a Certified Leader in the discipline in which they wish to participate (this is to ensure safe equipment handling skills are being used consistently).
In order to participate in the 4-H National Shooting Sports Invitational (sometimes referred to as Nationals) a member must, in the year prior to attending:
- Be 14- 19 years of age as of or on October 1 of the current 4-H year.
- Be enrolled in the discipline in which they wish to participate.
- Attend the Kittitas County 4-H Qualifier in the discipline in which they wish to participate and qualify (if required).
- Attend the SE District 4-H Shooting Sports Invitational (if one is held) in the discipline in which they qualified at County and qualify (if required).
- Attend the Washington State 4-H Shooting Sports Championships in the discipline in which they qualified at County and Districts and qualify to attend Nationals.
