This is a living document and will be updated as the Leaders Council makes lasting changes to their rules.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Attendance<\/h2>\n\n\n\n<ol>\n<li>All Pierce County 4-H Leaders\u2019 Council Executive Board members are expected to attend the Executive Board meetings, which are held at the discretion of the Council President and the 4-H Youth Development Agent.<\/li>\n\n\n\n<li>Each 4-H Clubs must send a representative in person to the Spring and Fall Leaders Meetings.  The intent of these meetings is to present ongoing training to leaders and present information to take back to their club members.<\/li>\n<\/ol>\n\n\n\n<h2 class=\"wp-block-heading\">Achievement Pins<\/h2>\n\n\n\n<ol>\n<li>The Council may purchase years of service pins for first year leaders and then at 5-year increments.<\/li>\n\n\n\n<li>The Council may purchase member year pins.<\/li>\n\n\n\n<li>If a club misses a deadline for requesting pins, that club must pay for their pins.<\/li>\n<\/ol>\n\n\n\n<h2 class=\"wp-block-heading\">Finance<\/h2>\n\n\n\n<ol>\n<li>There will be a 10% assessment of fund-raising activities to be donated to the Pierce County 4-H Leaders\u2019 Council by all 4-H affiliated groups.<\/li>\n\n\n\n<li>There will be a 5% assessment fee on all donations designated for a specific club or project which are administered through the Pierce County 4-H Leaders\u2019 Council. (Pass through donations.)<\/li>\n<\/ol>\n\n\n\n<h2 class=\"wp-block-heading\">Audits<\/h2>\n\n\n\n<ol>\n<li>10% of clubs, per state guidelines, will be audited each year. Clubs will be determined randomly. If a club is drawn that has been audited in the past 2 years, it will get a pass and another club will be selected.<\/li>\n\n\n\n<li>Additional audits may accrue if a club has not been giving the 10% of fundraising.<\/li>\n\n\n\n<li>The books of the following groups will be audited on a rotating schedule listed below:<ul><li>Pierce County 4-H Leaders\u2019 Council (2025\/2026)<\/li><\/ul><ul><li>Pierce County Shooting Sports (Held by 4-H of the Upper Nisqually)<\/li><\/ul><ul><li>Pierce County Dog Project<\/li><\/ul>\n<ul>\n<li>Pierce County Horse Project<\/li>\n<\/ul>\n<\/li>\n<\/ol>\n\n\n\n<h2 class=\"wp-block-heading\">Scholarships and Grants<\/h2>\n\n\n\n<ol>\n<li>Scholarships: The Council offers scholarships from $250 to $1250 to graduating seniors bound for post high school education. Funds will be paid directly to the educational institution and must be claimed by December of the awarded year.<\/li>\n\n\n\n<li>Grants: The Council may award youth and adult grants for educational 4-H events according to the rules stated on the grant application and as our funds allow.<ul><li>For state and county events, each member may receive up to $300 per year.<\/li><\/ul><ul><li>For National events, the cost of the hotel and group rental car may be awarded for the time during the event, and 1 travel day before and after only.<\/li><\/ul>\n<ul>\n<li>Adult grants are for coaches and group chaperones, not for 4-H Leaders\/adults attending as parents.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>The Council may refuse a scholarship or grant to a club member or 4-H leader if their club is not in compliance with the Standing Rules.<\/li>\n\n\n\n<li>Project grants may be awarded to a project with the expectation that the project will raise part of the costs for which the money has been requested.<\/li>\n<\/ol>\n\n\n\n<h2 class=\"wp-block-heading\">Club Enrollments<\/h2>\n\n\n\n<ol>\n<li>Club members may not participate in club and\/or County 4-H activities until they are enrolled, fees paid and they are in good standing. (Fees may be waived.)<\/li>\n\n\n\n<li>Clubs and club members may not receive 4-H mailings\/emails until they are enrolled.<\/li>\n\n\n\n<li>No enrollments will be accepted after July 31 of the 4-H year.<\/li>\n<\/ol>\n\n\n\n<h2 class=\"wp-block-heading\">Instructor Reimbursement<\/h2>\n\n\n\n<ol>\n<li>An instructor may submit receipts for reimbursement up to $40 per class taught at Super Saturday or Teen Rally.<\/li>\n\n\n\n<li>There is a maximum of 3 classes per instructor for these events.<\/li>\n<\/ol>\n\n\n\n<h2 class=\"wp-block-heading\">Cat Cages<\/h2>\n\n\n\n<ol>\n<li>All cat cages are to be checked out.
