This includes all 4-H volunteers!<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">How to Complete the Training:<\/h3>\n\n\n\n<p>The training for volunteers is housed at the&nbsp;<a href=\"https:\/\/campus.extension.org\/course\/view.php?id=2576\">Extension Foundation\u2019s platform for training modules<\/a>. Contact the office if you have any questions.<\/p>\n\n        <\/div>\r\n    <\/div>\r\n<\/div>\n\n<div class=\"wsu-accordion\">\r\n    <h2 id=\"unique-id-1__91527\" class=\"wsu-accordion__title\">\r\n        <button class=\"wsu-accordion__title-button wsu-accordion--toggle\" aria-expanded=\"false\" aria-controls=\"unique-id-1__content\">Raffle Information<\/button>\r\n    <\/h2>\r\n    <div id=\"unique-id-1__content\" class=\"wsu-accordion__content\" aria-labelledby=\"unique-id-1__91527\">\r\n        <div class=\"wsu-accordion__content-inner\">\r\n            \n\n<p>If your club\/committee\/group is thinking of selling chances to win something (an item, cash, etc.), you are most likely having what the State of Washington considers a Raffle.&nbsp; This means that we must be in compliance with the Washington State Gambling Commission\u2019s rules.<\/p>\n\n\n\n<p>Raffles are covered in state law under <a href=\"http:\/\/apps.leg.wa.gov\/RCW\/default.aspx?cite=9.46\">RCW 9.46<\/a> with further administrative guidance in <a href=\"http:\/\/apps.leg.wa.gov\/WAC\/default.aspx?cite=230-11\">WAC 230-11<\/a>.<\/p>\n\n\n\n<p>The <a href=\"http:\/\/extension.wsu.edu\/spokane\/4h\/budget-and-fundraising\/\">4-H Budget and Fundraising committee<\/a> (BFR) has received a raffle license from the Washington State Gambling Commission.&nbsp; BFR is the conduit through which all clubs\/committees\/groups will go through to hold ANY raffle.&nbsp; So, everything from big (e.g. 1 ton hay raffle) to small (e.g. tickets in a jar to win a gift card at a club meeting) is considered gambling and is covered by the BFR license.<\/p>\n\n\n\n<p>You must notify BFR of the intention of holding a raffle prior to the event. Complete the <a href=\"https:\/\/wpcdn.web.wsu.edu\/extension\/uploads\/sites\/44\/2019\/04\/RAFFLE-NOTIFICATION.pdf\">Raffle Notification form (PDF)<\/a> and submit to <a href=\"mailto:wsuextension@spokanecounty.org\">BFR<\/a>. BFR will then assist you in getting set up to run your event following state raffle requirements.&nbsp; BFR will report activity and pay quarterly state taxes on gambling revenue (3.380% of gross gambling receipts).&nbsp;
