The WSU 4-H Youth Development Policy is a guide for the management of these 4-H programs in Washington State. Policy is created to ensure that 4-H programming is consistent, fair, and legal. All WSU Extension faculty, staff, Certified 4-H Volunteer, parents, and youth must adhere to these policies. Policies of the local 4-H county office and local 4-H Council will not contradict, violate, or supersede the WSU 4-H Youth Development Program or National 4-H policies.<\/li>\n\n\n\n<li>All exhibits, including animal entries, must be submitted through the <a href=\"https:\/\/thurstoncountyfair.fairentry.com\/Fair\/SignIn\/23149\">Fair Entry <\/a>online system. All animal entries are due&nbsp;<strong>July 1<\/strong>, via the online <a href=\"https:\/\/thurstoncountyfair.fairentry.com\/Fair\/SignIn\/23149\">Fair Entry<\/a> system. All 4-H project animals must be entered in <a href=\"https:\/\/4honline.com\/\">4HOnline<\/a>&nbsp;<strong>first<\/strong>&nbsp;before starting fair entries using the online <a href=\"https:\/\/thurstoncountyfair.fairentry.com\/Fair\/SignIn\/23149\">Fair Entry<\/a> system.<\/li>\n\n\n\n<li>All&nbsp;4-H&nbsp;exhibitors who show animals must show their own 4-H project animals&nbsp;(those entered in <a href=\"https:\/\/4honline.com\/\">4HOnline<\/a>)&nbsp;in both Showmanship\/Fitting &amp; Showing and type (or companion\/performance\/obedience classes) to receive premiums and awards.&nbsp;Requests to use another animal, due to health or safety concerns, must be submitted to the 4-H project superintendent. Only the 4-H project superintendent, in partnership with 4-H staff, may approve animal substitutions. Two 4-H members may share project animals as long as <a href=\"https:\/\/extension.wsu.edu\/4h\/4-h-program-policies\/4-h-policies-and-procedures\/#8\">Washington State 4-H Policy 8.5<\/a> is followed.<\/li>\n\n\n\n<li>4-H member animals shown in both 4-H and Open Class must be housed in designated 4-H areas.<\/li>\n\n\n\n<li>Animal shown at Thurston County Fair must be the same for Washington State Fair Fitting and Showing.<\/li>\n\n\n\n<li>Total animals per exhibitor may be limited depending on available space.<\/li>\n\n\n\n<li>Blankets are to remain off animals between 10am and 10pm. See your Superintendent for exceptions.<\/li>\n\n\n\n<li>4-H members may not enter the same item in Open Class that they exhibit in 4-H; exceptions: dairy cattle, beef cattle, dairy goats, and sheep.<\/li>\n\n\n\n<li>Each exhibitor must allow his\/her animal or animals to be used in judging contest or forfeit his\/her premiums.<\/li>\n\n\n\n<li>All livestock judging participants will attend contestant\u2019s meeting prior to contest.<\/li>\n\n\n\n<li>Market steers must be polled or dehorned. No dairy cattle animals with horns are permitted except in the Junior Heifer Calf class.<\/li>\n\n\n\n<li>Showing Horned Goats: Horned, non-dairy goats or sheep may be exhibited in 4-H showmanship and type classes where animals are not exchanged between youth in the show ring. For a horned animal to be exhibited it must have its horn tips covered. See <a href=\"https:\/\/extension.wsu.edu\/4h\/4-h-program-policies\/4-h-policies-and-procedures\/\">Washington State 4-H Policy<\/a> 8.7. Horn tips must be covered for the entire time the animal is on the fairgrounds (haul-in, on exhibit, when showing, and during haul-out). If the sheep or non-dairy goat has scurs (horn re-growth), these scurs cannot exceed 1\u201d in length without the horn tips being covered. Non-dairy horned goats and sheep may be shown in market and breeding classes, but they must have horn tips covered as a safety precaution. No horned dairy goat animals are allowed. No horned animals allowed in market sale.<\/li>\n\n\n\n<li>We encourage parents\/guardians to be active participants in their child\u2019s 4-H experience. However, the 4-H project animal is the 4-H member\u2019s responsibility. The 4-H member is responsible for the care, handling, and fitting of the 4-H project animal. Parents\/guardians and other adults should refrain from doing the 4-H project work for the child. Young and\/or novice 4-H members may ask for assistance from an older 4-H member if help is needed.<\/li>\n<\/ul>\n\n    <\/section>\n\n<section  class=\"wsu-section\"  >\r\n        \n\n<h2 class=\"wp-block-heading wsu-heading--style-marked\" id=\"fitshow\">Fitting &amp; Showmanship<\/h2>\n\n\n\n<ul>\n<li>The definition of a <em>showman<\/em> in the Merriam-Webster dictionary is a person having a special skill for presenting something in a dramatic way. Showmanship is the skill or ability of a showman, so when we think about understanding the basics of showmanship when showing animals, we must think about the person doing the showing.<\/li>\n\n\n\n<li>Showmanship is about the person handling the animal, presenting and showing the animal to the best of a person\u2019s ability. It is about making sure the showman is always looking at the judge. Showmanship is about how hard a person has worked, prepared, and presented their animal to the judge.<\/li>\n\n\n\n<li>Judges may be looking at your animals to evaluate them, but in showmanship, they are evaluating the showman and how he or she is working with their animal and handling themselves. Showmanship is about teamwork, an important life skill, where the youth and animal learn to work together and demonstrate their hard work for a judge.<\/li>\n\n\n\n<li>Below are some important things to know about showmanship:\n<ul>\n<li>Parts of the animal. During showmanship, many judges will ask participants about different body parts. A showman should know their animal and where the different body parts are. Younger youth should learn the basics, but older youth should know all the parts. Before a show, practice identifying all the body parts.<\/li>\n\n\n\n<li>Position of the animal. The judge wants to see the animal, so, during showmanship, the judge should always see you and the animal. Each species has different ways of being presented for the judge, so know how to position your species for the show. Most of the time, you want to keep the animal between you and the judge.<\/li>\n\n\n\n<li>Keep an eye on the judge. One of the most important things in showmanship is knowing where the judge is and always keeping an eye on them. If the judge signals you to do something or tells you to stop, it is important to be paying attention.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n    <\/section>\n\n<section  class=\"wsu-section  wsu-color-backgroundu002du002dwhite wsu-color-background--white\"  >\r\n        \n\n<h2 class=\"wp-block-heading wsu-heading--style-marked\" id=\"herds\">4-H Herdsmanship Department<\/h2>\n\n\n\n<p>Superintendent: Samantha L. Sanders, Email: <a href=\"mailto:samantha.sanders@gmail.com\">samantha.sanders@gmail.com<\/a><\/p>\n\n\n\n<p>Public opinion regarding the quality of care given to animals has become most critical and needs to be considered. The purpose and guiding principles of herdsmanship are for exhibitors in the 4-H program to care for their animals, pens, and equipment properly; ensure safety; and keep stalls, surrounding areas, and animals clean and attractive at all times. Educational displays and public relations are important components of herdsmanship.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"herdsmanship-department-rules\">Herdsmanship Department Rules:<\/h3>\n\n\n\n<ul>\n<li>Exhibiting 4-H members are to perform their own herdsmanship chores. Herdsmanship done by non-exhibitors can result in forfeit of all awards and premiums by the exhibitor(s) involved.<\/li>\n\n\n\n<li>Exhibitors may perform herdsmanship as individual clubs or several clubs together (such as whole project barn duty).<\/li>\n\n\n\n<li>All animal superintendents will notify the herdsmanship superintendent of specific barn rules and schedules.<\/li>\n\n\n\n<li>Herdsmanship superintendents will examine and judge animal displays daily, between the hours of 10am and 8pm.  At least one youth 4-H member and two adults must be on duty during these hours. One of the adults must be an officially enrolled WSU Certified 4-H volunteer which requires a background check. Between 8pm and Fair closing each evening, older members and adults must be on duty with exhibits to answer questions from the general public.<\/li>\n\n\n\n<li>4-H herdsmen and adults on duty must be identified in an obvious fashion.<\/li>\n\n\n\n<li>Daily evaluations will be posted.<\/li>\n\n\n\n<li>The following criteria will be used to establish a base for evaluation of all animal displays and their herdsmen:\n<ul>\n<li>Exhibitors: Appearance, attitude, courtesy, conduct, skill and identification as a 4-H member. Exhibitor must be properly attired. Boots or close-toed shoes must be worn when on herdsmanship duty.<\/li>\n\n\n\n<li>Animals: Arrangements, cleanliness, grooming, bedding and regularity of feeding and watering. Proper and safe techniques must be used to keep animals from getting loose. All beef and dairy must be double tied.<\/li>\n\n\n\n<li>Stalls, Cages, Pens: Should always be free of manure. They should be cleaned, and new bedding applied as needed. Stall cards shall be visible and readable.<\/li>\n\n\n\n<li>Alleys and Grooming Areas:  Should be kept free of manure, cleaned and swept. All equipment must be stored safely and used in a safe manner.<\/li>\n\n\n\n<li>Tack Area: Should be swept; supplies, feed and buckets should be kept orderly and clean.<\/li>\n\n\n\n<li>Overall Display: An additional score will be given reflecting the evaluator\u2019s overall impression of the entire display.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>All animal exhibitors will participate in Herdsmanship. <\/li>\n<\/ul>\n\n    <\/section>\n\n<section  class=\"wsu-section\"  >\r\n        \n\n<h2 class=\"wp-block-heading wsu-heading--style-marked\" id=\"cat\">4-H Cats Department<\/h2>\n\n\n\n<p>Superintendent: Shawn Potter, Email: <a href=\"mailto:shawn.j.potter83@gmail.com\">shawn.j.potter83@gmail.com<\/a><\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"cat-department-rules\">Cat Department Rules:<\/h3>\n\n\n\n<ul>\n<li>Equipment required &#8211; H style harness, leash, approved cat carrier, cat first-aid kit, cat grooming kit, and cooling equipment (fan\/cooling pad).<\/li>\n\n\n\n<li>Member must attend a minimum of 50% of all club meetings from date of enrollment to be eligible to participate in the Thurston County Fair.<\/li>\n\n\n\n<li>Exhibitor must provide an educational poster about their project animal. Posters may be entered under Educational Displays.<\/li>\n\n\n\n<li>Cats must be kept in a show cage except when being shown unless permission is given by superintendent. Cats must be harnessed and leashed at all times.<\/li>\n\n\n\n<li>Health Requirements:\n<ul>\n<li>Each cat must have been vaccinated against rabies with an approved vaccine within 12 months as per label directions. The 3-year rabies vaccine will be accepted as per the label instructions. Exhibitors must present proof of current rabies vaccination by a licensed veterinarian during vet check.<\/li>\n\n\n\n<li>Cats should be vaccinated against feline panleukopenia, rhinotracheitis, caliculi and leukemia viruses and chlamydia, based on their local veterinarian\u2019s recommendation.&nbsp;<\/li>\n\n\n\n<li>Cats must be free of fleas, lice, ticks, ear mites and come to fair in show condition.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Cats must be inspected and deemed healthy by the fair vet at the scheduled time on the first day at county fair.<\/li>\n\n\n\n<li>A litterbox with litter is required for each cage. Cleaning of the litterbox is individual exhibitor&#8217;s responsibility. A reasonable effort shall be made to ensure litterboxes are kept clean and free from waste during the fair.&nbsp;<\/li>\n\n\n\n<li>Food and water dishes are required for each cage. Food will be provided and maintained by the exhibitor. Exhibitors on herdsmanship duty may refill water unless prohibited by individual cat exhibitor.&nbsp;<\/li>\n\n\n\n<li>Cloverbud and junior exhibitors may enter only one cat. Intermediate and senior exhibitors may enter two cats if space is available. Each cat will be placed in its own cage.<\/li>\n\n\n\n<li>Pregnant and nursing cats are not eligible for entry in the fair.<\/li>\n\n\n\n<li><a href=\"https:\/\/pubs.extension.wsu.edu\/product\/cat-fitting-and-showmanship\/\">EM4810E 4-H Cat Fitting and Showmanship Guide<\/a> will be used as a guide for cat fitting &amp; showmanship.<\/li>\n\n\n\n<li>Care, training and grooming of the cat is the responsibility of the 4-H member.<\/li>\n\n\n\n<li>Cage and display decorations must be in place by 9pm the Wednesday before the fair begins, unless prior approval is granted by superintendent, and will be set up for entire fair.<\/li>\n\n\n\n<li>Cage decorations and costumes must be completed and designed by the 4-H member. No premium points will be awarded for decorations or costumes.<\/li>\n\n\n\n<li>Cage curtains are required and must cover the two sides, back, and top of the benching cage. Material may be used to frame the front of cages but should not block cats from view.<\/li>\n\n\n\n<li>4-H members are expected to present a clean, and neat appearance, adhering to the 4-H dress code at all times.&nbsp;<\/li>\n\n\n\n<li>Members must wear an apron and members\/adults must wear identification of project while on duty. It is the responsibility of the exhibitor to ensure someone is on duty at all times when cats are on display.<\/li>\n\n\n\n<li>Parents of exhibitors will be required to participate with a 4-H member on herdsmanship unless prior arrangements have been made with Superintendent. Expected herdsmanship hours are 10am-9pm on Thursday; 10am-10pm Friday and Saturday; and 10am-6pm on Sunday.<\/li>\n\n\n\n<li>Exhibiting 4-H members must perform their own herdsmanship chores. Herdsmanship done by non-exhibitors can result in forfeiture of all awards and premiums from the exhibitor(s) involved.<\/li>\n\n\n\n<li>All clubs and individual exhibitors will be entered in and judged for herdsmanship. See&nbsp;Herdsmanship Contest Rules.<\/li>\n\n\n\n<li>4-H members are encouraged to participate in the Judging Contest. A member may enter a maximum of two project dogs in all Qualifying\/Fair events each year. Members may carry more than one dog as a project but must keep records on each. All dogs must be at least 6 months of age to enter.<\/li>\n\n\n\n<li>Dogs should be crated or benched at all times except for when they are being shown, exercised, or by permission of the superintendent(s) or club leader(s). Dogs are at no time to be on the fairgrounds except going to or leaving the benched area. Dogs are not allowed in exhibit buildings, concession area or restrooms.<\/li>\n\n\n\n<li>All dogs will be benched or crated by 9:30am Thursday through Sunday. Dogs will be released Thursday through Saturday at 8pm (except for those dogs assigned to participate in the 8 &#8211; 10pm exhibit time). The Dog Project will provide live dog exhibits or demonstrations during the official hours of the fair until 6pm on Sunday. Those who do not comply with these times, except in an emergency approved by the superintendent(s), will forfeit all premium awards, and ribbons. Prior arrangements must be made for equipment &#8211; six foot lead (leather or nylon) and a training collar (chain or nylon). Dogs must be crated with leather\/nylon buckle. Dogs without proper benching equipment or that cannot be crated without causing a problem with other members and dogs will be excused from the fairgrounds.<\/li>\n\n\n\n<li>Dog should be clean and groomed. Handlers must abide by the current Thurston County 4-H dress code. Club shirts are not allowed during competition, with the exception of team competition.<\/li>\n\n\n\n<li>Rabies Vaccination Certificate &#8211; Each animal entered must show proof of Rabies vaccination. A veterinarian signed certificate of Rabies Vaccination must be provided either on paper or a digital copy. All dogs must be in good health and free of fleas, lice, ticks, and ear mites.<\/li>\n\n\n\n<li>Member shall attend at least 50% of all club meetings from date of enrollment to be eligible to go to fair. This will be evaluated May 1 and again prior to fair. Individual clubs may have stricter requirements.<\/li>\n\n\n\n<li>At the discretion of the superintendent(s) any dog causing problems will be disqualified and excused from the fairgrounds. <\/li>\n\n\n\n<li>No head-collars, muzzles, or pronged&nbsp;spiked collars allowed.<\/li>\n\n\n\n<li>All clubs and single exhibitors will be entered in and judged for herdsmanship. Water is required to be available to horses at all times.&nbsp;<\/li>\n\n\n\n<li>All requests for replacement horses due to injury or illness will be reviewed by the Thurston County 4-H Council in keeping with the Thurston County 4-H policies and the <a href=\"https:\/\/extension.wsu.edu\/4h\/projects\/animals\/horse\/washington-state-4-h-equine-program-rule-book\/\">Washington State 4-H Equine Program Rulebook<\/a>.<\/li>\n\n\n\n<li>No person other than the contestant may ride or handle a contestant\u2019s horse during the fair unless permission is obtained from a member of the Thurston County 4-H Horse Committee Executive Board.
