General Rules and Information
General Rules
All ground rules specified in this entry form and announced or posted at the event, will be followed. Approved ASTM/SEI approved riding helmet and 4-H defined safe riding boots to be worn at all times when mounted or driving. No stallions of any age allowed.
Horse or horses must have been under the care & management of the 4-H member for 90 days prior to show date and registered as a project animal! You must attach a copy of your 4-H Horse Certificate to your entry form! Horse Certificates may be obtained at your County Extension Office. Horse certificates must be signed by your Club Leader and County Extension Agent.
Record Books
Record books encouraged! If entered,the record book must be turned in before your Showmanship Class enters the arena. Record books must be turned in for exhibitor to be eligible for high point awards.
Herdsmanship
Herdsmanship will be judged. Awards will be:
- Large group (6 or more) $100
- Medium group (3-5),
- $60 Small group (2),
- $30 Individual $10.
Herdsmanship is required of all exhibitors!
Awards
Flats and premiums given in all 4-H classes, Placings to those awarded blue flats only. Cloverbud participants will receive participation ribbons. High point awards will be awarded to the following divisions:
- Senior Performance
- Intermediate Performance
- Junior Performance
- Walk/Trot Performance (all ages)
- Driving (all ages)
- Senior Gaming
- Intermediate Gaming
- Junior Gaming
High point awards will be based upon all classes in the corresponding division (see entry table), Failure to participate in required “herdsmanship” and “showmanship” classes may jeopardize other awards and premiums.
“Horseless Horse” and Cloverbud Exhibitors
4-H members without horses (including Cloverbud members) may participate in the Judging Tour, Record Book, and Public Presentation. No Entry Fee but must fill out an entry form with parents signature. Cloverbud members will receive Participation ribbons. Record Books are encouraged.
Walk/Trot Exhibitors
Exhibitors in their first year of showing may participate in walk/trot classes. They will not be allowed to cross enter into a lope/canter class. Walk/trot exhibitors will compete in showmanship, according to their age division. They may also compete in gaming classes, according to their age division. This is a beginning rider class; No green horses allowed.
Versatility Class
To be judged as per Horse Contest Guide for choice of English seat and Stock Seat Equitations. Class will commence in English tack/attire, WTC both directions, line up and a single helper per rider with a wheelbarrow may enter the arena. Exhibitors will untack, retack, and adjust clothing while in the arena. Class will resume in western tack/attire, WJL both directions, then lineup. Helper may wheelbarrow and hold horse only, except that they may assist juniors with lifting of saddles, cinch tightening, and mounting. (Hint: Wear a long sleeve shirt and tie under an English coat.)
Other Rules and Information
Judges rulings are final! Unruly exhibitors/animals will be excused.
Order: Classes will be run in order specified on class list with division order of Senior, Intermediate, Junior, Walk/Trot (if offered), then driving (if applicable).
Enter early! Entry deadline postmarked June 18 by USPS or June 20 E-Mail with check postmark, 2026. No refunds after June 18, 2026, without Veterinarian or Doctor’s note!
Entry Fees:
- Performance $6.00 per class
- Gaming $5.00 per class
- Dressage $10 per ride
- After June 18,2026, add a $30 late charge per horse/rider combination (entries accepted if space is available).
- Onsite “adds” must be done a minimum of 2 classes prior to the added class. All “adds” must be done at the Show Office. “Add” payment must be made before the show concludes.
Camping: Camping arrangements are to be made with Grant County Fairgrounds – Camping. Remember to mention the Washington State Jr Horse Show.

4-H Equine Activity Ground Rules
Leaders and Parents: As a reminder, please make your members aware of these Ground Rules when participating in 4-H Activities. Both Leaders and Parents are Responsible for and have the authority to enforce these Ground Rules. Breaking any of the following rules may result in dismissal by Show Management from the show and forfeiture of all awards. Any gross abuse of these rules may cause the removal of a 4-H Member/Leader/Parent from the 4-H Program. 4-H Events are provided for under the auspices of the WSU Extension and for Everyone’s safety, we ask that you help us enforce these rules. Refer to Washington State Equine Rule Book or most current State Equine Contest Guidelines for any further clarification.
- 4-H Youth aged 8as of October 1 of the current 4-H year are eligible to participate in 4-H Large Animal Programs.
- No Adults or Youth in attendance at any 4-H event may use profanity or be under the influence of or consume alcohol or illegal drugs.
- No dogs allowed on grounds unless on a leash or confined.
- No Smoking or Chewing Tobacco in Exhibit areas.
- No Abuse of Animal(s).
- No Coaching of Participants while they are in the ring or showing their animal(s). Violators will be asked to leave by the show management.
- The ring is off limits to everyone except working show personal, unless in case of an emergency.
- Approach the judge only after judging is completed for information and educational benefit only; not to dispute his/her placings!
- A visibly ill animal can be dismissed from participation by show management.
- All Exhibitors must participate in Herdsmanship. Showmanship is required for all 4-H participants including open shows offering 4-H classes.
- Show Management and/or Club Leaders may dismiss any member due to unacceptable behavior. Show Management must be advised of such dismissal.
- No riding equines double at any time & no riding equines with a halter and/or lead rope only.
- No racing or running equines. When riding outside Practice or Show Arena, you must be at a Walk only. Use care & courtesy for people & animals.
- Approved Helmets, “Safe Equine Riding Boots” and Long Pants are required to be worn whenever mounted. No Halter-tops or Spaghetti tops when riding. Exposed Toed shoes are NOT ALLOWED at any 4-H Equine Event by ANYONE handling Equines. NO EXCEPTIONS!!!!!!
- 4-H members must do their own Herdsmanship & Grooming. Adults may only help saddle or bridle if member is physically unable to do so.

Excerpts from the Grant County Fairground Ground Rules
- 35: Equestrian Events: E Coli and other dangerous bacteria and viruses can be passed to humans who touch or come in to contact with horses,. Specifically, children, elderly, or visitors who suffer immune deficiency aliments are considered at high risk for contracting dangerous bacteria and viruses. No food or beverages are allowed in the horse barns. In addition, the following rules apply to equestrian events:
- All animals must be under the control of the owner or rider at all times.
- No horses or livestock are to be ridden or tied to vehicles on the grass areas. Do not ride your horse in the barns.
- No horses or livestock are allowed in RV and camping areas. If a horse is identified in the camping areas the owner will be immediately expelled from the grounds and forfeit and camping fees paid. As per Show management this will also apply to entry fees.
- All dogs must be kept on a leash and in owner’s control at all times. Stray, barking, or otherwise unmanageable animals will be referred to the Grant County Animal Control Officers.
- Show participants must not block the road at the rear of the barns by parking their trailers behind the barns. Day parking is available in the maintenance shop parking area for day use only. If you are staying overnight you must use one of the designated R spots or park at the north end of the Grand County Fairgrounds. Fire and delivery lanes behind the barns must be kept open.
- Events participants are responsible for providing their own barn security. Barn occupants must keep the barns clean and free of litter, droppings, shaving etc. and must also keep the areas behind the barns clean and free piles of shavings.
- Barns, Stalls, Pens, and Paddock Use: Grant County Fairgrounds’ sole responsibility shall be to provide and un- bedded stall at the beginning of each occupation period with access to bedding. Individual stall users are responsible for providing their own equipment. If any duct tape, zip ties, or other adhesive is left on a stall the stall user will be charged $100 fee for removal by the Grant County Fairgrounds.
- Shavings: The only shavings allowed within the Grant County Fairgrounds are shavings provided by the Grant County Fairgrounds, see the show office to receive shavings.

- General Appearance: 5 points
- Front cover complete and neat
- Calendar and Schedules: 5 points
- Use to plan the whole 4-H year. Must include events pertaining to all 4-H projects, club and all county activities such as poster contests, talent show, fairs, all equine activities, etc. Checked when attended.
- Code of Ethics: 5 points
- Must be signed and dated. Horse Certificate must be filled out and signed.
- Project Plans/Commitments: 5 points
- Needs to have complete and realistic plans for project. Must show something you want to learn and at least 3 project goals. Done and signed at the beginning of the project year. Add comments on accomplishments/changes made to plans throughout the year.
- Project Journal/Diary: 15 points
- Needs to show all project work and activities. Must be used from the beginning of the project to now. Show what was done, how it was done, what was learned, etc. Make comments and include project expenses (total at bottom of each page). Supplement with Health and Feeding Record.
- Project Highlights: 5 points
- Needs to tell what was learned, problems and successes.
- Project Pictures/Supplemental Information: 5 points
- Date and caption.
- Project Financial Summary: 5 points

Section 8: Consents and Waivers Text
Loss and Injury: The Washington State Jr Horse Show Board, Grant County Fairgrounds, WSH, its members, members of the Show Committee, and their Associates will not be responsible for any loss or damage or injury to horses exhibited, or for any article of any kind that may be lost or destroyed, or any way injured. Each exhibitor will be responsible for any injury that may be occasioned to person, whomsoever, by any horses owned or exhibited by him and shall indemnify the Washington State Jr Horse Show Board, its members, members of the Show Committee and their Associates against all claims and demands of any kind or nature that may grow out of injury occasioned by any horses owned or exhibited by him, or arise from the negligence of person in charge of any such horse. The owner, rider and any of their agents or representatives acknowledge that they participate voluntarily in the competition fully aware that horse sport and the competition involve inherent dangerous risk, and by participating they expressly assume any and all risks of injury or loss, and they agree to not hold the competition and its officials directors, employees and agents harmless for indirectly, from the negligent acts or omissions of said officials, directors, employees or agents. All horses exhibited will be entirely at the owner’s risk. Submitting entry shall constitute acceptance by the owner and exhibitor of all provisions as set forth within. The Washington State Jr Horse Show Board its members, members of the Show Committee and their Associates cannot be held liable for loss or injury to the person or property of any visitor, guest or spectators.
Release, Waiver, Hold Harmless, Defend and Indemnification Agreement: This document affects your legal rights. Please read carefully before signing. The undersigned, as a Participant/Spectator/Visitor/Horse Owner/Contractor/Volunteer (collectively “Participant”), on his/her own behalf and, if applicable, as the Parent/Legal Guardian of a minor Participant, for good and valuable consideration, agrees to the terms and conditions of this Release, Waiver, Hold Harmless, Defend, and Indemnification Agreement (“Release”). Assumption of Risk and Waiver: Participant understands and accepts the risks of engaging in Equine Activities, while mounted or unmounted, as well as merely being near a horse, pony, mule, donkey, or hinny (collectively “equine”), include, but are in no way limited to, faulty equipment or tack that cause injury or death, Released Parties’ failure to make a reasonable effort to determine the ability of Participant to engage safely in an equine activity or to safely manage the particular equine provided based on Participant’s representations of his or her ability, leased Parties’ failure to conspicuously post warning signs of a dangerous inconspicuous condition on the real property, as well as: (1) the propensity of an equine to behave in a way that may result in injury or death to a person on or near it (ex.: jump, run, kick, buck, bolt, spin, rear up, strike, bite, stumble, fall, etc.); (2) the unpredictability of an equine’s reaction to a sound (ex.: doors opening and closing, snow and ice falling, rain, wind, thunder, voices, music, guns, planes, cars, trucks, etc.), movement, or unfamiliar object (ex.: machinery, equipment, obstacles, buggies, carts, barrels, ground poles, coes, flowers, flags, golf carts, mini-bikes, whips, bats, construction material, etc.), person or animal (ex.: leashed or unleashed dogs, ducks, wildlife, equines, etc.); (3) a collision with an object or another animal (ex.: mounted equine, loose equine, etc.); (4) the potential for a person participating in an equine activity to act in a negligent manner, to fail to control the equine or to not act within his or her ability; and (5) natural hazards, including surface and subsurface conditions (ex.: ground holes, uneven terrain, slippery or deep footing, etc.). Participant agrees that engaging in Equine Activities under this Release includes, but is in no way limited to, those defined in the Washington Equine Activity Liability Statute, WA ST 4.24.530 et seq., as well as riding another’s equine, petting, guiding, leading, mounting, feeding, watching, and otherwise interacting with or merely being in the vicinity of equines (collectively “Equine Activities”). Participant understands the injuries, death, loss, and damage that may result from the inherent risks of engaging in Equine Activities or just being near equines, that equines are powerful and have the potential to be dangerous, even without warning, and that the risks listed in this Release is just a sampling and Participant is not relying on Released Parties (defined below) to list all possible equine-related risks. Participant understands that Washington State Horseman Horse Show Division (“WSH HSD”) requires the wearing of an ASTM/SEI-certified equestrian helmet (“Helmet”) consistent with the Washington State Horsemen rules. Participant understands and agrees that failing to wear a Helmet while engaged in Equine Activities increases the risk of serious injury and/ or death, Participant is not relying on Released Parties to provide a Helmet, check a Helmet or its harness strap for proper fitting, or monitor the wearing of a Helmet at any time now or in the future. Participant understands and agrees that Participant has other riding associations and facilities to choose from, he/she has inspected the facility for the Equine Activities and is satisfied that all are reasonable and safe for Participant’s intended use, he/she is voluntarily engaging in Equine Activities, he/she is directly and intentionally engaging in and assuming the risks of Equine Activities, and he/she agrees to at all times to be responsible for his/her personal safety. Participant agrees to purchase and maintain his/her health and liability insurance, remain responsible for his/her medical expenses, and waives his/her right to any claims arising from his/her participation in or observation of any Equine Activities, being near equines, or merely being present on real property owned, leased, rented, borrowed, visited, or otherwise occupied or utilized by Released Parties. “Released Parties” herein includes the Washington State Horseman Horse Show Division, its members, officers, directors, employees, contractors, and their respective family members, heirs, agents, trustees, beneficiaries, employees, working students, volunteers, independent contractors, clinicians, guests, visitors, invitees, partners, members, managers, officers, directors, owners, lessors, lessees, licensors, licensees, and others acting on their behalf. Release, Hold Harmless, Defend, Indemnify: Participant agrees to release, hold harmless, defend, and indemnify Released Parties for any illness, injury, death, damage, or other loss (collectively “Loss”) incurred by Participant or to Participant’s property and/or equine, even if such Loss is caused in whole or in part by negligence or other fault of Participant or Released Parties (except gross negligence, or reckless or willful and wanton conduct). This Release shall not expire and shall remain in full force and effect in perpetuity. Governing Law, Jurisdiction, Time/Liability Limitation, Attorneys’ Fees, Jury Waiver: This Release shall be construed and enforced in accordance with the laws of the State of Washington. All disputes relating to the interpretation and enforcement of this Release shall be resolved by the state court in Pierce County, Washington. Participant agrees that any and all claims for Loss by Participant against Released Parties must be brought within one (1) year of the date accrued and any surviving claim for personal property Loss is limited to two hundred and fifty dollars ($250). Participant agrees to reimburse Released Parties for any and all attorneys’ fees and costs incurred by Released Parties in enforcing the terms of this Release and/or in defending or prosecuting any claims or causes of action involving or relating to Participant. Participant agrees to waive trial by jury in any action with Released Parties. Sever-ability, Modification: If any provision of this Release is deemed invalid or unenforceable, the remaining provisions shall be valid and enforceable to the fullest extent of the law. The Release can only be modified if signed by Participant and WSH HSD Director. Certification: Participant certifies he/she read this Release and understands that signing this Release is required for Participant to participate in Equine Activities with Released Parties, knows that he/she has other instructors, facilities and/or horses to choose from, and voluntarily intends on his/her own behalf, and on behalf of minor Participant, and Participant’s spouse, parents, family members, heirs, agents, trustees, beneficiaries, representatives, successors, and assigns, to be bound by the terms and conditions contained herein.
