4-H Fair Rules:

WHO CAN PARTICIPATE– Youth, ages 5-19, enrolled in 4-H by July 1.
– Invited Out-of-County exhibitors may enter as space is available. A letter of invitation with a premium book will be sent to invited counties.

GRADE LEVEL GROUPS

– Cloverbuds: 5 to 7 years of age
– Juniors: 8 to 10 years of age
– Intermediates: 11 to 13 years of age
– Seniors: 14 to less-than 19 years of age
– “4-H Age” is determined by youth’s age on October 1, 2025.

ENTRY PROCEDURE
All entries must be made online via FairEntry by July 15th – Late entries may be accepted on a case by case basis.

ENTRY REQUIREMENTSAll 4-H members are required to work at least 8 hours preparing
the fairgrounds and/or cleaning up during or after Fair. Premium Points are awarded for this work. See Dept. B

Use WSU Publications #s C0932, C0934, C0935, and add sheets according to 4-H Age Level and 4-H project(s).

STILL-LIFE RULES

Current Entries: The item entered must be canned, grown, or made by a 4-H youth during the current 4-H year. 4-H members may exhibit only in the projects in which they are enrolled, except for Departments A-D.

Exhibit Entry: Bring entries to 4-H Building on days/times indicated on the 4-H Schedule at the top of the page. Late exhibit entries will be accepted for display only with the approval of the 4-H Building Superintendent. Exhibits must be properly cleaned, fitted, or groomed and placed at the Fairgrounds by the proper entry deadlines.

Exhibit Display Timeline: Exhibits must remain on display Friday, Saturday, and until 6 p.m. on Sunday of the Fair. Exhibits will not be released before 6 p.m. on Sunday. If an Exhibitor removes his/her entry before 6 p.m. on Sunday without written permission from the Department Superintendent, the premium points for the Exhibitor will be forfeited.

Contact the Superintendent for directions about exhibits going to the State 4-H Fair

All exhibitors must notify building/barn Superintendents if they wish to remove any portion of an exhibit (e.g., posters, still-life) to use with a public presentation, 4-H in Action, or other fair contest or activity.

Number of Exhibits: One entry per lot except in lots as listed, or with Superintendent’s permission.

Exhibit Cards: Some exhibits require a 3” x 5” card of information. If the card is missing, the exhibit score may be lowered by the Judge.

Special Ribbons: may be given at the discretion of the Judge for outstanding exhibits in still-life departments.

Entry Pick Up: PLEASE pick up exhibits between 6-8 p.m. Sunday evening. Any exhibits left in the 4-H Building will be taken to the Oscar Erickson Building for pick up during the week after the Fair. Call the Fair Office for more information. Entries not picked up by two weeks after the Fair will be forfeited. All Still Life entrants are asked to help take down displays and decorations at 6 p.m. on Sunday.
ANIMAL PROJECT RULESDeadlines: Any large animal entered must be the 4-H member’s own project selected by June 1 of the current year. A completed Animal Certificate must be on file with the local Extension office. Exceptions are by 4-H Council approval only.

Entry Fees: Any required animal entry fees are payable to the Jefferson County Fair. Incomplete entries or those missing fees will not be accepted and might be returned. Questions? Please call the Jefferson County Fair Office (360) 385-1013.

Number of Animal Entries: An Exhibitor may participate and enter an animal(s) in up to 3 different animal project areas only and as long as they are able to fulfill the herdsmanship requirements for each department. (Must participate in herdsmanship at least once a day in each animal area).

Animal Participation Orientation: Members exhibiting or participating in animal areas must attend an orientation meeting in their respective barns. A seperate and required All 4-H Orientation must be attended prior to receiving wristband and exhibiting at the Fair.

Herdsmanship guidelines:
ADMISSION FEESAll enrolled 4-H exhibitors will receive a badge that will identify them for free admission. Parents and chaperones will not recieve a badge unless they are a fully certified 4-H Volunteer. Badges will be distributed to all 4-H’ers and Volunteers at the 4-H Orientation.
STATE FAIR PARTICIPATION
To be eligible to participate in the State 4-H Fair, non-Cloverbud members must either receive a blue ribbon or meet State Fair requirements. Livestock entries to State are limited based on County Allocation. Only items for which there are classes and lots in the State 4-H Fair Premium Book may be exhibited. PREMIUMS
Premiums are monies awarded for all exhibits/activities that have earned a ribbon at the Fair. Premium points are assigned for each ribbon earned. The amount of points varies depending on the article, activity, or department in which the exhibit or exhibitor is entered. In the Premium Book each number indicates the points you will receive for a Blue (B), Red (R) or White (W) ribbon in that particular department. Each point is worth a small amount of money that may vary from year to year. The value of the points will be determined after the Fair, based on total points awarded and monies allocated for premiums. Exhibits are judged by the “Danish System.” Under the Danish System, judges evaluate each exhibit judged on its own merits (not by comparison with others) and may give more than one Blue, Red, and White ribbon in each lot. Participation ribbons may be awarded with designated premium points.

Premiums are awarded by the Jefferson County Fair – Checks must be cashed within 60 days of the end of the Fair.

Premium Point Window: In activities that are held more than two (2) weeks before or two (2) weeks after the Jefferson County Fair dates, the participants will receive ribbon awards only.
GENERAL FAIR RULES AND 4-H POLICIES4-H members will be required to follow all General Rules of the Jefferson County Fair (see Open Class Premium Book). 4-H members and families also are required to follow all policies outlined in the WSU Extension 4-H Policy and Procedure Handbook (link).
4-H PREMIUM BOOK CHANGESIf there are any changes or updates for the Premium Book after June 1st they will be indicated with a footnote.
BEHAVIOR4-H Exhibitors found in violation of rules or practices of Jefferson County 4-H or the Jefferson County Fair, or engaging in unethicalor destructive behavior shall be penalized by forfeiture of all premiums, prizes, ribbons and awards or privileges as deemed appropriate to the circumstances. The situation will be acted upon by a committee within 24 hours or before Monday after the Fair. Committee consists of a mediation panel from the 4-H Council, 4-H Extension Representative, Fair Board Representative, and the Authorities if necessary. Parents or Guardians will be notified. Use or possession of tobacco, alcohol, illegal drugs or any type of weapon by 4-H Members on the Fairgrounds is prohibited.

All entries are to be made from “scratch”. Items that require refrigeration will not be allowed.
All entries must be baked. Entries will contain chocolate in some form.
 Items containing raw eggs will not be allowed. 
All entries must include the recipe used in preparing the item. 
Include 4 cookies, muffins, or other individual items.
If a loaf or pan is used for baking, send ¼ of the item (bread, cake, etc.)

Entries must be original work completed within the past year. Each entry is limited to one 8 ½” x 11” page.  12 point or larger (easily read font) or hand printed. Illustrations are permitted, must fit on the one page. CLASS 205 – PHOTOS – SUMMER FUN 

Photos must be either 5”x7” or 8”x10”. Firmly mounted on matte board.  All entries must be printed on photographic paper. Photos MUST be representative of the subject “SUMMER FUN”. Photo Label (C0890) should be completed and attached to the entry. Framed entries and non-mounted entries will not be accepted. Photos must have been taken by the 4-H member. All photos must be captioned. Consider: quality of photo, interest, storytelling ability, presentation and mounting. CLASS 206: GARDEN PROJECT GIFT BASKET 

Select a small basket (12”x12” maximum) and fill it with tools, seeds, and supplies for your garden. Items must be usable. It is preferable that at least one item in the basket be handmade. Total cost of all items in the basket shall not exceed $12. A 3” x 5” card must accompany the entry describing how the items was made and its use. B. 4-H Club Promotion/Educational Posters 

Exhibits will be displayed as space allows, in appropriate barn if based on an animal project. 4-H promotion will be exhibited in the 4-H Building along with other still-life themed posters. Poster must be readable from a distance of 10 feet.  No copyrighted illustrations or cartoons may be used in educational displays or posters. The following classes are open to all Non-Cloverbud, Jefferson County 4-H members and invited out-of-county 4-H members. Posters, charts, graphs, mobiles, dioramas, etc. will be judged and available for pick up the Tuesday before the Fair opens. Those with table-or-larger displays in the 4-H Building need to request space by contacting the 4-H Building Superintendent at least one week before Fair. WSU Publication #C0679 “Educational Display Scorecard” will be used in judging displays (including posters). The exhibitor should add his/her name and county on the back of each poster. A Still-Life Entry Tag must be firmly attached to each entry. Exhibitor may enter a poster in three (3) different project areas. Exhibitors may also enter a project safety poster and 4-H promotion poster. Minimum poster size is 14” x 22”. Charts and graphs same size as posters. Misspelled words, poor grammar, and/or sloppiness on a poster will lower the premium points on the poster. Computer-generated posters must be prepared only by the 4-H exhibitor. No copyrighted illustrations or cartoons may be used in educational displays or posters. Posters must be readable from a distance of 10 feet. Posters with rigid frames or glass/plexi glass will not be accepted. Posters for use as part of a Club display will not be judged as an individual exhibit. Posters destined for buildings other than the 4-H Building will be available for pick-up 10 a.m. Thursday, or earlier. Only the Club leader enters the Club’s display.

CLASS 303: WA AGRICULTURAL PRODUCT DISPLAY 

The intent of the display is to promote and inform the public of the various WA agricultural products. Each display shall focus on one WA agricultural product: beef, dairy products, lamb, pork, apples, asparagus, wheat, salmon, oysters, cranberries, etc. The display shall consist of one 3-panel display board. The display board shall be no more than 36 inches tall. The center panel shall be no larger than 24 inches wide and the two side panels shall be no larger than 12 inches wide. The display may include photos, drawings, diagrams, statistics, etc. that will fully represent the size and scope of the product in WA state. The display should include the historical or cultural aspects of agricultural product, the nutritional aspect of the product, the economic impact of the product on our state, and at least one way in which the agricultural product may be used. The display should follow the general rules for Educational Displays (Class 70) at the State 4-H Fair. Scorecard C0679 will be used to judge the displays.  Premium Points: Blue 20, Red 15, White 10

C – FAIR ACTIVITIES 

The following classes are open to all Non-Cloverbud Jefferson County 4-H members. Entries are limited to one entry per lot. Exhibits with * are not eligible for the Washington State Fair.   

Class 400 – PUBLIC PRESENTATION & DEMONSTRATIONS

Schedule time & place the 4-H Building during Entry Days (see “4-H Building Pre-Fair Schedule”). WSU Publication #C0430 will be used to evaluate. Blue-ribbon judged presentations/demonstrations are eligible for Washington State 4-H Fair. Indicate if a presentation was given at the spring activity on the contest evaluation sheet to be given to judge. Presentations/demonstrations to be presented in the 4-H Building. No presentations/demonstrations allowed using a live animal.  Designate on entry form if presentation is a Demonstration, Illustrated Talk or a Public speech. PowerPoint presentations may be used by Junior, Intermediate, and Senior 4-H presenters.  Please notify the 4-H Building Superintendent if you will be presenting using a PowerPoint. Team presentations (2 or more members) are encouraged.  One team score will be earned and a ribbon and premium points given to each member.

Class 401- 4-H IN ACTION

This activity is “Showing & Telling” of some aspect of a 4-H project.  Individuals, teams, and groups are encouraged to share an activity with the public. Activities may be performed in the 4-H Building and/or in another 4-H-related building/barn/arena. Schedule time for activity in appropriate department on Fair Entry Days (i.e., 4-H Building and/or 4-H Animal Projects). Participants are responsible for completing an activity log form and the Department Superintendent will verify participation. Activity Logs must be returned to 4-H Fair Office by Sunday afternoon. Each 4-H member doing a “4-H In Action” will be expected to spend 60 minutes in the activity. Check in for the activity 15 minutes before your scheduled time. Only Superintendent-approved 4-H In Action activities will be eligible for Washington State 4-H Fair.   Premium Points: Participation 20

CLASS 402 – FASHION & WEARABLE ART

Premium Points: Participation 20 

Lot 1Creative Consumers of Fashion Activity. May consist of garments and accessories purchased by the participant and/or remodeled or recycled clothing.  Complete data sheets (C1079E), photos, etc. must be provided.  Each separate piece must have a permanently attached care label, or a 3 x 5 inch card with care instructions.  All sleepwear made for children through size 12 must be made of flame-retardant fabrics.  All judging of this activity will be done on stage before the public.  This includes both modeling and interview judging.  
Lot 2$20 Challenge. Must include a top (shirt, blouse, etc) and a bottom (pants, shorts, skirt, etc) or may be a one-piece total garment.  Complete data sheets (C1079E), photos, etc. must be provided.  Receipts for purchasing the outfit must be attached.  Total cost of the outfit must be no more than $20. The cost figure does not apply to shoes and/or accessories.  Lot 2 is open to all 4-H members who may be purchasing clothing for their own specific project (i.e. show clothes)  Shopping may be done at thrift stores, consignment shops, garage sales, ebay, or any other source of used clothing.  If repairs and embellishments are done to the outfit, the cost of repairs and embellishments must be included in the total cost.  
Lot 3Fashion Review. The outfit entered must be an item made (sewn, knitted, crocheted) and modeled by the participant and be the same garment entered in the county qualifying event.  The outfit worn may include purchased incidental items or items not made in a 4-H project, such as blouse, shirt, sweater, accessories, etc.  Contestants shall bring completed Fashion Revue Personal Data Sheet (EM0682E) with them on the day of their activity.  Each separate piece must have a permanently attached care label, or a 3 x 5 inch card with care instructions.  All sleepwear made for children through size 12 must be made of flame-retardant fabrics.  

Participants may only enter one lot.

All 4-H members exhibiting in the 4-H Building are encouraged to sign up for at least (1) one-hour shift during the Fair days. Shift hours are Fri./Sat., 10 a.m.-8 p.m.; Sun., 10 a.m.-6 p.m.. Sign up for hosting on the Monday of fair the 4-H Building between 3-7 p.m.. At the beginning of a shift, the host will check in with the 4-H Building Superintendent.  After doing so, the host will welcome the public and be prepared to answer questions and/or give tours of the building.  The host will help to keep the building tidy during his/her shift(s).  Premium Points: Participation 50 for each hour session. – can be repeated an unlimited number of times. 
Lot 2Fairgrounds Cleanup* 
All 4-H members participating in Fair are required to work at least 8 hours in preparing the fairgrounds before and/or cleaning up after Fair. 4-H members’ family/friends may contribute work towards members’ hours. Workdays in all other4-H fair departments will be scheduled by the department Superintendent, who will also determine and track that department’s required amount of work. Department Superintendent and/or leader document participation and returns results to the 4-H Building by Monday after Fair. Cleanup takes place immediately after Fair closes on Sunday. Premium Points: Participation 30 for each 2 hour session – can be repeated an unlimited number of times.

Class 407 – Performing Arts 

Performances may consist of activities such as singing, drama, puppetry, dancing, playing a musical instrument, poetry or spoken-word performance, etc. This is a non-judged activity. Activities may last from 2-5 minutes.  Schedule activities in 4-H Building during entry days on Monday and Wednesday. Participants must furnish own equipment (except CD/cassette-tape player and p.a. system). Only 4-H Building Superintendent-approved Performing Arts activities will be eligible for Washington State 4-H Fair.  Contact the 4-H Building Superintendent if you plan to perform at State 4-H Fair. Participants may perform on multiple occasions throughout Fair, however, they will receive premium points only one time for this class. Check in for the activity 15 minutes before your scheduled time. Premium Points: Participation 50

The three items (written plan and two pictures) shall be submitted with a completed entry form. CLASS 501: PROJECT EQUIPMENT 

These lots are open to all 4-H Members enrolled in animal projects.  Entries are limited to one entry per lot. Exhibits with * are not eligible for the Washington State Fair. This class is designed to allow the 4-H member to enter their handmade items that are suitable to be used for other 4-H projects. Suggested items for this class: animal blankets, feed pans, tack boxes, lead ropes, tail bags, show sticks, etc. All items in this class are due with the regular still-life exhibits on the designated days. Judging will be based on workmanship, intended use, and appearance. Processing methods and times must follow current Washington State University and USDA recommendations. All water bath canning must follow current USDA or Ball Blue Book recommendations. All pressure canning must follow current USDA recommendations. Recipes and processing times listed by the National Center for Home Food Preservation are approved by USDA. Youth may find this information at their website https://nchfp.uga.edu/. Due to the potential presence of e-coli and salmonella bacteria on raw meat, Extension-approved instructions on making jerky must be followed. Instructions can be found in the publication PNW 632 Making Jerky at Home Safety (https://pubs.wsu.edu) Dried meats prepared using this publication will be accepted. All Recipes are required for all: Lot 1,2,3,4, except apple sauce, with source. Deliver dried foods in plastic food storage bags. Bags may be either self-sealing (zip lock) or be closed with a twist tie. After judging, the superintendent will transfer dried food products to display containers. Please provide 1/4 cup of dried food product for exhibit and judging. Prepare a label, C0804, which is available at the County Extension Office or from WSU publications (https://pubs.wsu.edu) and attach to the bag used to deliver the food products.  

All canned products must be exhibited in standard canning jars, sealed with flat metal lids, and screw bands rings. Rings should be included with the exhibit, but must be able to be removed by the judge. The minimum jar size on all canned products shall be 8-oounces (one-half pint). All canned exhibits must be labeled with C0803 (available from your Extension office or from WSU Publications). Indicate “hot” or “raw” pack on canned food exhibit labels. Products canned at elevations about 1000 feet will need additional processing time as described in food preservation publications. Fair judges will accept longer processing times if the words “adjusted for high altitude” appear in parenthesis after the time processed. The exhibitor should indicate if lemon juice or citric acid has been added to any canned tomato product.  

CLASS 605 – FINANCIAL & CONSUMER SCIENCES

TEXTILE ARTS 

Sleepwear, sized 9 months – youth size 14 may be all cotton or cotton blend garments if they are form fitting. Youth gowns and robes (loose) must be made from flame retardant fabric to be labeled as sleepwear. Garments which are made from fabrics that are not considered flame retardant must be labeled and entered as loungewear. Infant sleepwear sized under 9 months are exempt as are adult sized garments.  All exhibits in must be accompanied by a 3’X5” card giving the following information: 1) Age of the exhibitor; 2) Number of years in project; 3) care instructions if a separate care label is not permanently attached to the exhibit. If it is a pot holder you must state what kind of stuffing was used on the 3”X5” card.  All quilt exhibits must be accompanied by the completed form C1065E – 4-H Quilt Entrant Questionnaire. If questionnaire is missing or incomplete, the exhibit may be dropped one ribbon placing.  To apply for special recognition of tailored wool garments, those garments should be made with 100% wool or a wool blend with 60% or more wool content. The garment must be an outfit, jacket, or coat constructed using tailoring techniques. Garments to be considered for this special recognition should be entered with a note on the green entry card “Consider for Tailored Wool Garment Award”. A 2” square of the fashion fabric should be attached to the margin of the entry form, should the sponsor request verification of fiber content prior to awarding prizes.  In quilting classes, a quilted entry is defined as a textile article consisting of layers of fabric stitched together by hand or machine and machine or hand quilted with single tacking stitches or multiple stitching lines. Fabrics may be whole cloth or pieced. They may be embellished with fiber art techniques and/or found items. They may be embellished with fiber art techniques and/or found items (beads, charms, feathers, etc.) A 4-H Quilt Entrant Questionnaire must be attached.  Fashion revue garments may be entered in construction classes. Entries must be entered on still life entry day and marked on the entry tag as a fashion revue garment. Items will be displayed on stanchions on top of cases or on the stage. Following the fashion review, items must be returned to the superintendent for display for the remainder of the fair. Failure to return garments after modeling will result in the forfeiture of ribbons, awards, and premiums.

Poster board covering must cover the back of the photo. Framed entries and non-mounted entries will not be accepted. Small, flat hangers that are properly and securely attached to extend above edge of exhibit, are acceptable.  All entries must be printed on photographic paper. Digital photos are accepted in this class. All photos submitted for one year do not have to be from the same type of camera. You can mix digital and regular film photos. Be sure to add a second photo label (CO 890) if two or more cameras are used.  Albums/Portfolios should just be your best work for the current 4-H year. If you are adding to an old album, be sure to mark the current year. 4-H Photo Label (CO 890) is required. Previous year’s photos may or may not be included with the current year’s photos.  Scrapbooks are to contain only photos taken by the exhibitor.  Entries will be judged on the following criteria as in WS4HF/9.53b: Correct Category – 10%; Quality – 30%; Composition/Creativity – 45%, and Presentation – 15%.

CLASS 803 – PHOTOJOURNALISM  

Digital photos will be accepted in this class provided all photos in the entry are from the same type of camera and printed using the same method. See Class 154, items c-h for additional instructions.  All photos must be of a newsworthy nature. They must be captioned. Include information on who, what, where, when, and why in each caption.  Photos may be black/white or color.  Entries will be scored on the following criteria as in WS4HF/9.54b: Journalistic value – 55%; Quality of photo  – 35%, and Captioned correctly – 10%.

Lot 1 Photo: one enlargement; size 5”x7”, 8”x10”, 8”x12”, 4”x12”, or 5”x14”; matted or mounted on white matte board or white poster board. Caption should be mounted below the photo on the matte board/poster board.  
Lot 2 Story Board: 2 – 4 pictures depicting a single newsworthy story; any size, but total exhibit must not exceed 11”x14”; mounted on white matte board or white poster board. Caption should be mounted below the photos on the matte board/poster board.  
Lot 3 Album: Minimum of 10 newsworthy photos; published and unpublished work of the exhibitor. Include suggested cut lines; if published, include a copy of the publication.  

CLASS 805 – DIGITAL IMAGING  

All finished pictures must be no smaller than 5”x7”, no larger than 8”x10”.  Black/white photos must be done with the gray scale. Color photos must be done with RGB or CMYK scale.  All exhibits must be printed on photographic paper; no copy paper exhibits will be accepted.  It is recommended that digital captures be taken on “high” resolution.  Digital captures must be color corrected.  All images can be sandwiched/cut & paste; retouched/cloned; filters or any other special effects used.  Minimum printer output of 300 DPI or PPI should be used.  Original image must be part of the mounted display, on the front of the exhibit mat for comparison.  A typed index card must be part of the mounted display, on the front of the exhibit mat, explaining what was done to arrive at the final image. 4-H Photography label C0890 must be attached as instructed on the label, and filled out correctly. The original image, finished picture, and index card should be mounted on a display board (poster board or other suitable mounting surface) no larger than 14” x 22”. Do not use dry mount; it will destroy your print. Use spray adhesive or adhesive mount only.  Exhibits in Class 154 will be scored on the following criteria as in WS4HF/9.54b: Quality – 20%, Composition – 20%, Color correction – 20%, Retouching – 10%, Cropping done correctly, if necessary – 10%, Mounting – 10%, and Correct category and inf. cards – 10%.

The original photo may have been damaged in some manner: Judging will be on how well the exhibitor repaired the original photo.  All finished pictures must be no smaller than 5”x7”, nor larger than 8”x10”.  Entry is to include a 3”x5” card explaining how the photo was restored and special techniques used.  An untouched copy of the original photo must accompany the entry.

This class is open to all Junior, Intermediate, and Senior 4-H Members. Entries are allowed in this class only if they do not fit into another class in the Fair.  Juniors, intermediates, and seniors must submit a copy of the 4-H Project Plan/Commitment page from their record book as part of the exhibit.  This is a category of still life exhibits that is the end product of advanced learning in 4-H project areas or exploratory innovative projects that are not covered with the usual project material support.  This class should reflect individual endeavor beyond the scope of typical project work. The exhibit may be the actual product   of the project (e.g., rebuilt diesel engine – Mechanical Science exhibit), or may be a visual presentation of the work done (e.g., photos of steps in cleaning oil from waterfowl, and accompanying information – Environmental Stewardship.) Any posters prepared as part of this class will be judged.  Notebooks will not be accepted as the lone exhibit of the project. Notebooks may accompany the completed exhibit in order to document activities in the project. They should enhance the presentation of the exhibit – not be the primary exhibit. Notebooks are not judged as a part of the presentation.  All large entries must receive prior approval from the fair manager because of space limitations.

ANIMAL PROJECTS

ALL ANIMALS AND EXHIBITORS MUST BE PRE-ENTERED BY JULY 15 on FairEntry

ANIMAL PROJECT RULES

  1. No animals will be allowed to leave the grounds before 6 p.m. Sunday.
  2. Livestock Haul Out route and schedules will be posted in each department, or check with Department Superintendent. Anyone removing animals prior to 6 p.m. or not following the Haul Out route will forfeit all premiums and awards.
  3. It is the responsibility of each exhibitor to clean their area before leaving the Fairgrounds; including removing all staples and shavings or premiums will be forfeited.
  4. No vehicles are allowed on the grounds, except in approved Haul Out Route until after 7 p.m. to allow pedestrian traffic to clear. Applies to all entrants.
  5. Veterinary Health Inspection: Required prior to animal being housed on the Fairgrounds – check with the Animal Department for time and location.
  6. The Fair will have Official Veterinarians in attendance to conduct the health inspections. Animal entries must stand health inspection upon entry. The Official Veterinarian’s decisions as to health status shall govern all animal entries to the Fair. Each department may have individual veterinarian rules specific to the project. Vet Check times are published in Schedule at the top of the page (link).
  7. Bedding and Feed: The Fair Association will furnish straw and shavings, to be used for bedding. Hay & feed will not be provided, but hay will be for sale. (Exception: feed provided for cavies, poultry, and rabbits.)
  8. Participation Requirements: All animal exhibitors will participate in the Showmanship Class and Herdsmanship for their animal section. The exhibitor will forfeit his/her premium money in that section if he/she does not participate in both Showmanship and Herdsmanship.
  9. Orientation Meetings: Will be held for all animal exhibitors: the Superintendent of each area will schedule time and place for the orientation meetings. All animal exhibitors will be required to attend with a parent or chaperone. Rules and regulations will be explained. Superintendent will share date and time of orientation meeting to enrolled exhibitors. An additional 4-H Orientation will happen the Thursday before Fair.
  10. Herdsmanship: This is to encourage better care and display of animals in the barns. Judges will examine the display at least once a day. 4-H exhibitors are expected to perform all duties of herdsmanship in each of your animal areas each day:
  11. Animals must be under the 4-H member’s regular care and management and have an Animal Certificate on file with the County Extension Office by June 1st. (Animals raised by the 4-H member from birth are exempt from this minimum time period.) (Source: 4-H Policy and Procedures).

Barn Guidelines: Will be posted in the individual barn areas. During the hours of 10 a.m.-8 .p.m. on Friday and Saturday and on Sunday from 10am-6pm the Fairgrounds and buildings are open to the public. There will be someone on duty during these times in all animal areas. Check with your Superintendent about adult/member scheduling.

Out-of-County Exhibits: By invitation only and as space is available.

Animal Health and Use of Illegal Substances: The use of illegal drugs and/or the improper use of animal health products or foreign substances will not be tolerated in the Washington State 4-H Youth Development Program. Extension personnel, 4-H volunteers, families, youth and the Fair/Show officials have a legal and moral obligation not to misuse these products. We have the responsibility to tell others not to use these substances, and to report those who do use any illegal substance. The administration of any drug or medication, which could affect an animal’s performance resulting in an unfair advantage or the disposition of the animal, is unacceptable. Additionally, there are federal penalties for using illegal substances in animals that are going into the nation’s food supply. For more information, refer to the National Show Ring Code of Ethics (link), which will be strictly enforced by the Fair.

Animal Project Exhibitor Commitment to Quality Animal Care: This is an agreement, formal or implied, between 4-H participants and the management of this Fair. Quality Animal Care Pledge: Must be signed by all 4-H Members exhibiting.

The Superintendent has the right to send home any unruly, unsafe or unhealthy animal.

Tractor Policy: All private tractors, etc must receive a permit from the JCFA to be allowed and used on the Fairgrounds during Fair.

M – HORSE: SUPERINTENDENTS EMMA HOPKINS & HANNAH GERMEAU

DEPARTMENT RULES:

  • Jefferson County 4-H Equine Program Rulebook rules along with all other 4-H and Jefferson County Fair rules apply.
  • Horse exhibitors are required to pay a stall fee of five dollars ($5.00) per animal exhibited. Checks can be made out to the Jefferson County Fairgrounds.
  • Attendance and participation at Pre-Fair, July 12, is required for all participants prior to attending the Jefferson County Fair.
  • All horses must be inspected by the Fair Veterinarian before leaving the parking lot and entering the barns or show grounds. See 4-H Schedule for times. Proof of vaccinations required.
  • Show is open to members enrolled in 4-H Horse projects who adhere to the Jefferson County 4-H Horse Committee Code of Conduct.
  • Participants with animals on exhibit must do herdsmanship and youth to have an adult on duty during Fair hours. Herdsmen must be appropriately dressed for showing and wearing boots.
  • No adult except the judge and ring steward may be in the warm up or show arena, except for safety reasons in case of an emergency. Adults may not help with exercising horse except for safety reasons in case of an emergency.
  • Adults may HELP Junior members feed, water and clean stalls during the hours the Fair isn’t open to the public. During Herdsmanship hours at fair, adults may NOT help with caring for the horses. Parents may help Junior or intermediate members with show preparation if needed during the show.
  • All exhibitors must wear approved safety helmets and appropriate attire when mounted.
  • Bedding will be provided.
  • Stalls recommended to be set up prior to moving horses in, Superintendent will assign stabling.
  • Stalls must be stripped and will be checked by the Superintendent 6:00 PM Monday or premiums will be forfeited.
  • No animals will be allowed to leave the grounds before 6 p.m. Sunday unless excused by the Superintendent or Vet. Anyone removing animals early will forfeit all premiums and awards.

FLEECE, WOOL & FIBER

  1. Open to all 4-H Animal Project members.
  2. Fleece must be from animal owned by exhibitor. All entries must be from current year’s growth and not represent more than 12 month’s growth. Entries must not be processed or washed after shearing and have no crème rinse or other chemicals applied either prior to or after shearing. Two entries per class only.
  3. Fleece may be tied or not tied as desired. Fleece must be submitted in a clear plastic bag before entering. Rabbit wool may be displayed in a suitable sized zip lock bag.
  4. Commercial classes will be judged according to commercial value/yield in the commercial market. White crossbreed fleeces may be entered in the commercial classes only and are not eligible for breed type.
  5. Breed classes will be judged according to their respective breed standards. All natural colored fleece and all Angora rabbit entries will be judged as hand spinning wool.

  3. Exhibitor must be present when animal or exhibit is being judged. Check with Small Animal Barn or 4-H Building Superintendent for judging time.
  4. The classes in this department will be judged as an individual exhibit and on the merit of that item. The habitat and/or environment of the exhibit will be considered in the judging of Classes 374-378.
  5. Limit on number of animals per class for Classes 374-378:
    A. Exhibitor may enter no more than 3 animals per class.
    B. No more than one animal per breed /type may be entered per class. (For example: In “Class 375 Reptiles” – exhibitor may enter only one animal per similar species, such as one Corn Snake, King Snake, or Milk Snake, as
    the care and handling of these animals is very similar among species.) This applies to many constrictor and colubrid species, as well as similar species of lizards, turtles, and tortoises. Exhibitor may enter up to 3 animals per Class as long as there enough species differences between the animals. Check with Superintendent if clarification is needed.
CLASS 370 – PET SHOWMANSHIP
Exhibitor will demonstrate/articulate:
(1) knowledge of safety for animals, handler, and public,
(2) proper retrieval from and return to cage/carrier of animal,
(3) proper and safe presentation of animal,
(4) recognizing and addressing signs of stress in animal,

knowledge.

DEPARTMENT RULES:

  1. Veterinary inspection is mandatory. See 4-H Schedule for times.
  2. All cats must have been vaccinated against rabies with an approved vaccine within 12 months to 3 years as per label directions. Proof of current rabies vaccination by a licensed veterinarian must be presented on the 4-H rabies document which must contain: (1) date of most recent vaccination, (2) cat’s name and age, (3) brand or type of vaccine, and (4) veterinarian’s signature and license number. Cats should be vaccinated against feline panleukopenia, feline rhinotracheitis, calicii and Leukemia viruses and chlamydia- at local veterinarian’s recommendation. This is for the protection of the animal given the stress of changing environmental conditions that the animal may experience at the Fair.
  3. The number of cats entered per 4-H member is at the discretion of the Superintendent.
  4. It is the responsibility of each member to care for their cat. Someone will be on duty at all times when cats are on display.
  5. Showmanship and Herdsmanship are mandatory for all exhibitors and the
    cat must be entered in Type.
  6. WSU Publication #EM4810E Cat Fitting & Showing will be used as the guide.
  7. Decorated Cage size: 21”x21”x45”. Cat is to be in view at all times.
  8. Cat must be in harness and on leash at all times.
  9. No pregnant or nursing cats may be entered.
  10. Cats must be groomed prior to the show, but final touchup may be done at the show. The claws must be clipped.

Y. MASTER SHOWMAN CONTEST

The Master Showmanship Contest is a contest between the Champion and Reserve Champion.

There will be two categories:

  • Large Animals (beef, dairy, horse, sheep, and swine)
  • Small Animals (dog, cat, rabbit, poultry, and cavies).

These contestants will have been chosen from their respective overall showmanship contests. The winner from last year will not be able to participate in this final event. Should he/ she be the showmanship winner in his/her animal area again, the next highest award winner will be the representative from that area.

Each contestant may be required to show each of the five types of animals for three (3) minutes, then move on to the next animal grouping until all animals have been shown.

The contestants with the highest number of points will be the winner.

Ribbons will be given to the first five (5) places.

This is a Show of Champions in which all 4-H “showmen” strive to express of their cumulative knowledge and skills from the respective project areas.
