Create Requisition

To view more information on how to create a requisition, see the Workday reference guide. Below are steps to create a requisition.

Things to remember…

Review the three things to remember before you begin:

  • You may only enter items from one supplier in each requisition. For example, if you are purchasing items from Amazon and items from eBay, you must submit one requisition for each purchase.
  • Different items must be separated onto different lines, and cannot be put under groupings such as “cables”.
  • If the purchase is based off a quote, each line item for Goods or Services must match the line item(s) exactly in the quote for description and price.

Begin Here

  1. In Workday, click in the search bar at the top of the screen and enter, “Create Requisition”.
  2. Select the “Create Requisition” task.
  3. Click on the “Start Requisition” button in the Requisition Details box.
  4. In the Requisition Details box at the right-hand side of the screen, click the Edit Details button.
  5. In the Edit Requisition Details pop-up, complete the following fields:
    1. Add the name of the employee who the purchase is for in the Requesting for box.
    2. Company will auto-fill to Washington State University.
    3. Currency will auto-fill to USD.
    4. Enter the Requisition Type:
      • Most often, this will be “One Time Goods or Services Purchase”.
      • For new software contracts or rentals, use “Delegated Signature Required”.
      • The purchase may fall under “Machinery and Equipment Tax Exempt” if it meets the requirements in WSU BPPM 70.42.
        • Equipment must cost in excess of $2500, have a useful life of more than one year, not be a consumable item, and not be a power tool.
        • Equipment must either be used more than 50% of the time in research and development or more than 50% of the time in testing operations.
        • If the item is being attached to other equipment that is already qualified, it may also fall under M&E Tax Exempt status.
      • M&E Tax Exempt Requisitions will require completion of a questionnaire and route to WSU Purchasing Services after approval.
    5. Update the Deliver-To and Ship-To address fields accordingly:
      1. If the goods or service is to be delivered to an Extension office, the Deliver-To and Ship-To addresses should be the same.
      2. If the goods or service is to be delivered to the Pullman campus, the Deliver-To address should be the specific building and Ship-To addresses should be 410 SE Dairy Road, Central Receiving.
      3. If the goods or service is to be delivered to a field site or location that is not listed in Workday, the Deliver-To and Ship-To addresses should be the same Extension office nearest the delivery location, and then emphasize the correct delivery address in the Memo to Suppliers field during Checkout.
    6. Enter the Worktag (Grant, Program, or Gift) that you would like to use for the purchase.
    7. The remaining necessary boxes will auto-fill with information related to the budget.

Things to remember for checking out

  • Often, an error will immediately pop up. This is due to the selected taxes, which will be addressed below.
  • It is not necessary to change any items except that which are addressed below, and may cause delay in processing the requisition.
  1. In the “Memo to Suppliers” box, enter the quote number if you have one, and any other information that is necessary for us to tell the Supplier regarding this purchase. This is where you will enter the address the item(s) are to be delivered to if not a Pullman campus or Extension office location.
  2. In the “Internal Memo” box, enter any information that is necessary for your department or Central Purchasing to know.
  3. On the table that shows the goods or services you have requested; you will want to scroll to the right until you see the Tax columns and check the below items:
    1. The Tax Applicability box should be either “Taxable” if there are no exceptions or “M&E Tax Exempt” if the purchase qualifies according to the above information.
    2. In the Tax Code box, if the item is “Non-Taxable”, leave this box blank. Otherwise, enter “(City the Goods will be used in/City the Services will be rendered in)” and choose the Sales and Use Tax option for that city from the list.
  4. In the “Attachments” drop down section, drag and drop or upload any files relating to this purchase.
    1. If you are not the Principal Investigator for the grant or budget you are using, you must upload a .pdf or screenshot of the PI giving you permission to use their budget.
    2. Upload any quotes/estimates or documents from the supplier.
    3. Upload any sole source justification documents for orders over $10,000 (see Requisition menu).
  5. Once you have entered any necessary attachments, you may click on “Submit” at the bottom of the screen. You may also select “Save for Later” if you would like to come back and complete the requisition later.

After the Requisition has been Completed

  • Once the requisition is submitted, the requestor will be sent the Strategic Pause questionnaire in Workday, plus a separate questionnaire if it was labeled as M&E Tax Exempt (these will be delegated to the requestor by EBOT).
  • It will be sent to EBOT for compliance and budget review if the funding is a Program or Gift account only.
  • It will be sent to EBOT for compliance and then the Grant Manager for budget review if the funding is a Grant account only.
  • Once the compliance and budget reviews are complete, it will be sent to EBOT to create the Purchase Order to send to the requestor to complete the purchase/place the order, unless:
    • It was listed as M&E Tax Exempt, this requires a delegated signature; or it is in excess of $10,000, in either case it will be sent to Purchasing Services to be completed.

Note on Sole Source Justification…

Purchasing items over $10,000: If an order would cost greater than $10,000 (prior to tax and shipping), and WSU does not already have a standing contract with the supplier (such as Silicon Mechanics or CDW-G), Washington State Law requires that the item be purchased through a competitive bidding process. The requestor is required to submit three quotes from three different companies to show that the supplier they wish to use is least expensive for any similar products.

Alternatively, the requestor may submit a Sole Source Justification Memo, to describe why the product and supplier they wish to use are the only ones who can provide what is needed for the intended use case. See the Sole Source Justification tab or find further information at the WSU Purchasing Services’ website and Washington State Law using the links below:
