
New Required Training
WSU now requires all faculty, staff, and volunteers who engage with youth to complete a mandatory training on Executive Policy 14: Protection and Safety of Minors. This includes all 4-H volunteers!
How to Complete the Training:
The training for volunteers is housed at the Extension Foundation’s platform for training modules. If you became a volunteer since 2019, you probably used this site to complete your basic training for 4-H volunteers.
- Go to the Extension Foundation website: https://campus.extension.org/course/view.php?id=2576
- Click “Continue” to proceed to the login page
- If you do not already have an existing account, you may use a Google account, a Microsoft account, or you may create a new account
- After you have logged in, you will be taken to the EP 14 opening screen
- The enrollment key is: EP14SP4H
- Begin the first module and continue through each section, making sure to complete each quiz
- At the end, save a copy of your certificate and email it to cahnrs.spokane.county.extension@wsu.edu
Anticipated Questions:
How long is the training?
There are three parts, each about 30 minutes, so you can do it in small pieces, if that suits you better.
How long do I have?
At least one volunteer for every ten youth present at a 4-H event need to have taken the training, effective right away this 4-H year.
How engaging are these modules?
That depends on your learning style! If you like lecture-style trainings, it’s maybe three stars. For those who prefer more interactive learning, hands-on, we estimate one star. Bring snacks, beverages, notepad, whatever you need to stay focused.
If I’ve been a volunteer for 50 years, do I still have to complete this training?
Yes.
FAQ’s:
What do I do if I can’t get logged into the Extension Foundation platform? I get a message saying I am using my account on another site to log in.
Answer: The only solution to this problem seems to be using a Google or Microsoft login to access the site. These options are presented on the login page for the Extension Foundation.
All club leaders and treasurers are required to complete this training.
To complete the training:
- Go to the Extension Foundation site (https://campus.extension.org/)
- On the first page, choose Washington State 4-H Financial Management
- Under Self enrollment (Student), click on the Continue button
- If this is your first time on the Extension Foundation page, create your new account, then log in.
- The enrollment key is: SPOKANE
- Please read the Introduction of Purpose and Program Design
- Choose the Washington State University 4-H Financial Management video and watch the narrated PowerPoint
- When the video is finished, click on the WA State 4-H Financial Mgmt Quiz
- After completing the quiz, create your Certificate of Completion by choosing Washington State 4-H Financial Management and type in your name.
- Save the certificate to your hard drive and then send it to the 4-H Office at cahnrs.spokane.county.extension@wsu.edu

Club Renewal 2025-2026
Club Renewal Checklist:
- The main club leader and all project leaders must renew their volunteer enrollment in 4-H Online after October 1 and update their background check if necessary.
- At least one representative of each club must attend a fall kickoff meeting in person.
- The Part A paperwork (PDF) must be completed and turned in to the 4-H office before youth enrollment will be approved.
- Any clubs with a bank account must complete the Part B paperwork (PDF) and turn it in to the 4-H office by November 15th to meet state filing requirements.

Reporting your volunteer time is a mandatory state requirement. Contact the office if you have any questions.
If your club/committee/group is thinking of selling chances to win something (an item, cash, etc.), you are most likely having what the State of Washington considers a Raffle. This means that we must be in compliance with the Washington State Gambling Commission’s rules.
Raffles are covered in state law under RCW 9.46 with further administrative guidance in WAC 230-11.
The 4-H Budget and Fundraising committee (BFR) has received a raffle license from the Washington State Gambling Commission. BFR is the conduit through which all clubs/committees/groups will go through to hold ANY raffle. So, everything from big (e.g. 1 ton hay raffle) to small (e.g. tickets in a jar to win a gift card at a club meeting) is considered gambling and is covered by the BFR license.
You must notify BFR of the intention of holding a raffle prior to the event. Complete the Raffle Notification form (PDF) and submit to BFR. BFR will then assist you in getting set up to run your event following state raffle requirements. BFR will report activity and pay quarterly state taxes on gambling revenue (3.380% of gross gambling receipts). Each group’s raffle will be charged the amount of State Tax for their raffle, and a possible service fee depending upon the scope/size of the raffle. BFR will provide a fee structure chart soon.
